Abstract

The construction of the CLS XL – Tanjung Pakis project, Karawang which functions as a data center building is planned to be completed in December 2021. However, for one reason or another, the project was not realized as planned. It was found that there was a discrepancy between the progress of the plan and the realization of the 1st floor structural work which resulted in delays and worsened the percentage of performance in the following weeks. The methods used in this research are validity test, reliability test, one-way ANOVA test using SPSS, and Importance Index and Monte Carlo Simulation using Microsoft Excel. This analysis was conducted to find out the causes of delays that occurred based on the stakeholders’ perspectives to find out what strategies should be taken if similar causes of delays occurred in the future. From the analysis results obtained 10 dominant causes of delays based on the Importance Index value on the 1st Floor Structural Works of the CLS XL - Tanjung Pakis Project, namely in the form of: (X38) Weather Changes, (X1) Constraints in Material Supply in the Nearest Market, (X40) Frequently Occurs Power Outages at the Project, (X11) Re- Ordering Because Materials Are Still Insufficient To Finishes the works, (X27) There Are Assignment That Must Be Repeated Due to Errors or Defects, (X3)There are Changes in Type and Specifics of Materials, (X28)Changes in Work During Construction Process, (X30) Decision Making Process That Takes Too Long, (X32)Misunderstanding in Owner's Meaning, (X2)Types of Materials That are Hard to Get. Of the ten dominant causes of delay, an analysis was carried out using a Monte Carlo simulation and it was found that the cause of delay with the highest probability of occurring was Variable (X38) Weather Changes, with a frequency of 17 and a probability of 16% (0.16) in 109 iterations of random numbers. Pembangunan proyek CLS XL – Tanjung Pakis, Karawang yang berfungsi sebagai Gedung data center ini direncanakan selesai pada Desember 2021. Namun karena satu dan lain hal, proyek tidak terealisasi sebagaimana direncanakan. Ditemukan adanya ketidaksesuaian antara progress rencana dan realisasi pada pekerjaan struktur lantai 1 yang mengakibatkan keterlambatan dan memperparah persentase kinerja di minggu- minggu selanjutnya. Metode yang digunakan pada penelitian ini yaitu uji validitas, uji reliabilitas, uji one- way ANOVA dengan menggunakan SPSS, serta Importance Index dan Simulasi Monte Carlo dengan menggunakan Microsoft Excel. Analisis ini dilakukan untuk mengetahui penyebab keterlambatan yang terjadi berdasarkan sudut pandang stakeholder yang terlibat, serta mengetahui strategi apa yang harus dilakukan apabila penyebab keterlambatan serupa terjadi di masa mendatang. Dari hasil analisis didapatkan 10 penyebab keterlambatan dominan berdasarkan nilai Importance Index pada Pekerjaan Struktur Lantai 1 Pembangunan Proyek CLS XL – Tanjung Pakis, yaitu berupa : (X38) Terjadi Perubahan Cuaca, (X1)Terkendalanya Pasokan Material di Pasaran Terdekat, (X40)Sering Terjadi Mati Listrik di Proyek, (X11)Pemesanan Ulang Karena Material Masih Kurang Untuk Memenuhi Kebutuhan Pekerjaan, (X27)Adanya Pekerjaan yang Harus diulang Karena adanya Kesalahan atau Kecacatan, (X3)Adanya Perubahan Jenis dan Spesifikas Material, (X28) Terjadi Perubahan Pekerjaan Selama Proses Konstruksi, (X30)Proses Pengambilan Keputusan yang Terlalu Lama, (X32)Kesalahpahaman dalam Memahami Maksud Owner, (X2)Jenis Material yang Sulit Didapatkan. Dari kesepuluh penyebab keterlambatan dominan tersebut, dilakukan Analisa dengan simulasi Monte Carlo dan didapatkan penyebab keterlambatan dengan frekuensi kemungkinan paling besar terjadi adalah Variabel (X38) Terjadi Perubahan Cuaca, dengan frekuensi 17 dan probabilitas 16% (0.16) pada 109 iterasi angka acak Kata kunci : Importance Index, Keterlambatan, Persepsi Stakeholder, Simulasi Monte Carlo, SPSS.
