Abstract

PT Perusahaan Gas Negara Tbk ("PGN") as a Gas Subholding of PT Pertamina (Persero) is committed to continuing to increase the use of natural gas in order to realize national energy independence. One of PGN's commitments in flowing natural gas throughout the country is to install gas to potential customers of PT HLI Green Power in Karawang Regency. With the target of installing a gas pipeline to PT HLI Green Power that is not long and with the presence of technical conditions that are not easy, PGN is expected to have a strategic and schematic plan in the construction stage, one of which is the implementation of project monitoring and control. Starting in 2018, PGN requires the implementation of project reporting through the PREMIER application, this step aims to further improve the quality of reporting work progress and make it easier for management to control projects. However, until now there has been no research that proves the accuracy of the output results of the PREMIER application. This study aims to provide an overview of the comparison of the output results of the PREMIER application with the manual method. The method used in this study is to analyze the application of project control using the PREMIER application and its output which is compared with the output results of the manual method. From the results of the analysis, different outputs were obtained between the PREMIER application method and the manual method, this was due to different earned values at the same review point. in addition, for now the PREMIER application cannot stand alone, input data is still needed from manual calculations to strengthen the PREMIER application data, this application still needs development to be used as a mature application and used for project control, this research is expected to be one of the inputs in the development of the application. Keywords : Project Control, Monitoring, Manual, Application, PREMIER PT Perusahaan Gas Negara Tbk (“PGN”) sebagai Subholding Gas PT Pertamina (Persero) berkomitmen terus meningkatkan pemanfaatan gas bumi guna merealisasikan kemandirian energi nasional. Salah satu komitmen PGN dalam mengalirkan gas bumi ke seluruh penjuru nasional adalah dengan pemasangan gas ke calon pelanggan PT HLI Green Power yang berada di Kabupaten Karawang. Dengan target pemasangan jalur pipa gas ke PT HLI Green Power yang tidak panjang dan dengan dihadapkannya dengan kondisi teknis yang tidak mudah, PGN diharapkan memiliki rencana strategis dan skematis dalam tahapan konstruksi yang salah satunya pada pelaksanaan monitoring dan pengendalian proyek. Mulai tahun 2018, PGN mewajibkan pelaksanaan pelaporan proyek melalui aplikasi PREMIER, langkah ini bertujuan untuk lebih meningkatkan kualitas pelaporan kemajuan pekerjaan serta memudahkan manajemen untuk melakukan pengendalian proyek. Namun sampai saat ini belum ada penelitian yang membuktikan keakuratan hasil keluaran dari aplikasi PREMIER tersebut. Penelitian ini bertujuan untuk memberikan gambaran perihal perbandingan hasil keluaran aplikasi PREMIER dengan metode manual. Metode yang digunakan dalam penelitian ini adalah dengan cara menganalisis penerapan pengendalian proyek menggunakan aplikasi PREMIER serta keluarannya yang dibandingkan dengan hasil keluaran metode manual. Dari hasil analisis, didapat keluaran yang berbeda antara metode aplikasi PREMIER dan metode manual, hal ini diakibatkan karena nilai earned value yang berbeda pada titik tinjau yang sama. selain itu, untuk saat ini aplikasi PREMIER belum bisa berdiri sendiri, masih diperlukan data inputan dari perhitungan manual untuk memperkuat data aplikasi PREMIER, aplikasi ini masih butuh pengembangan untuk dapat dijadikan aplikasi yang matang dan dipergunakan untuk pengendalian proyek, penelitian ini diharapkan menjadi salah satu masukan dalam pengembangan aplikasi tersebut.
