Abstract

The Board of Directors of BPJS Ketenagakerjaan for the 2021-2026 term of office prepares a 100-Day Priority Work Program as an effort to answer the expectations of stakeholders. In order for the program to run well, the board of directors formed a Priority 100 Work Program Team. In carrying out its duties the 100-day priority work team would certainly exchange ideas or information in internal communication through communication patterns between one component and another. The purpose of the research is to find out how the internal communication pattern at BPJS Ketenagakerjaan in delivering organizational policies based on the experience of the 100-day priority work team, knowing the obstacles and the meaning of internal communication carried out from that experience. This research method uses a phenomenological method with a qualitative approach. With interview data collection techniques, observation and documentation. The data analysis technique starts from a full description of the phenomenon, the horizonalizatio stage, the Cluster of meaning stage, the researcher then reflects on his thoughts, the essence description stage and finally the researcher reports the results of his research. The conclusion that can be drawn from the research conducted is the pattern of internal communication at BPJS Ketenagakerjaan in the delivery of organizational policies including formal vertical and horizontal formal communication face-to-face, hybrid and online. The pattern of internal communication is divided into 3, namely meetings involving the main director/director, without directors and internal team meetings. In carrying out formal vertical and horizontal communication patterns online, two groups of behaviors were found, namely the behavior of turning on and off the camera. Internal communication in the context of delivering organizational policies is grouped into 4 objectives, namely aligning the vision in policy making, policy discussions, submitting reports and submitting policies. Where the purpose of communication also determines the pattern of formal communication carried out. Three types of communication barriers were found including technical, semantic and behavioral barriers. The meaning obtained is that the online and hybrid vertical and/or horizontal formal communication patterns allow us to communicate with anyone, anytime and anywhere regardless of distance, place and time, bringing acceleration in the delivery of all information and communication that occurs, time and cost efficient, changes in behavior in participating in meeting activities, changes in work culture, solutions to accelerate the delivery of organizational policies. Online meeting participants can be grouped into present, half-attended and original participants Keywords: Internal Communication Pattern, Organizational Policy Direksi BPJS Ketenagakerjaan pada masa jabatan 2021-2026 mempersiapkan Program Kerja Prioritas 100 Hari sebagai upaya menjawab harapan para stakeholder. Agar program dapat berjalan dengan baik, maka direksi membentuk Tim Program Kerja Prioritas 100. Dalam menjalankan tugasnya tim kerja prioritas 100 hari tentu terjadi pertukaran gagasan atau informasi dalam komunikasi internal melalui pola komunikasi antara satu komponen dengan komponen lainnya. Tujuan penelitian yaitu untuk mengetahui bagaimana pola komunikasi internal di BPJS Ketenagakerjaan dalam penyampaian kebijakan organisasi berdasarkan pengalaman tim kerja prioritas 100 hari, mengetahui hambatan dan makna komunikasi internal yang dijalankan dari pengalaman tersebut. Metode penelitian ini menggunakan metode fenomenologi dengan pendekatan kualitatif. Dengan teknik pengumpulan data wawancara, observasi dan dokumentasi. Teknik analisis datanya dimulai dari deskripsi sepenuhnya fenomena, tahap horizonalizatio, Tahap Cluster of meaning, Peneliti kemudian merefleksikan pemikirannya, Tahap deskripsi esensi dan akhirnya peneliti melaporkan hasil penelitiannya. Kesimpulan yang dapat diambil dari penelitian yang dilakukan yaitu pola komunikasi internal di BPJS Ketenagakerjaan dalam penyampaian kebijakan organisasi meliputi komunikasi formal vertikal dan formal horisontal secara tatap muka, hybrid dan online. Pola komunikasi internal dibagi menjadi 3 yaitu rapat yang melibatkan direktur utama/direksi, tanpa direksi dan rapat internal tim. Dalam menjalankan pola komunikasi formal vertikal dan horisontal secara online ditemukan dua kelompok perilaku yaitu perilaku menyalakan dan mematikan kamera. Komunikasi internal dalam rangka penyampaian kebijakan organisasi dikelompokkan menjadi 4 tujuan yaitu menyamakan visi dalam pembuatan kebijakan, pembahasan kebijakan, penyampaian laporan dan penyampaian kebijakan. Dimana tujuan komunikasi juga menentukan pola komunikasi formal yang dilakukan. Ditemukan 3 jenis hambatan komunikasi meliputi hambatan teknis, semantik dan perilaku. Makna yang diperoleh yaitu pola komunikasi formal vertikal dan/atau horisontal secara online dan hybrid memungkinkan kita dapat berkomunikasi dengan siapapun, kapanpun dan dimanapun tidak berbatas jarak, tempat dan waktu, membawa percepatan dalam penyampaian segala informasi dan komunikasi yang terjadi, efisien waktu dan biaya, perubahan perilaku dalam mengikuti kegiatan rapat, perubahan pada budaya kerja, solusi percepatan penyampaian kebijakan organisasi. Peserta rapat online dapat dikelompokkan menjadi peserta hadir, setengah hadir dan asal hadir. Kata Kunci : Pola Komunikasi internal, Kebijakan organisasi
