Abstract
Pendidikan merupakan hal yang penting bagi kehidupan manusia. Kualitas manusia, diantaranya tergambarkan pada nilai Indeks Prestasi Manusia (IPM), dapat ditingkatkan melalui pendidikan. Pendidikan di Indonesia salah satunya dilaksanakan melalui lembaga non formal bernama Pusat Kegiatan Belajar Masyarakat (PKBM). Jawa Barat merupakan provinsi dengan jumlah sebaran PKBM terbanyak di Indonesia. Sayangnya, pada tahun 2019 tidak ada satu pun PKBM dengan akreditasi A disana, menggambarkan kualitas pendidikan yang masih rendah pada PKBM di Jawa Barat. Tujuan penelitian ini adalah mengidentifikasi dan menganalisis faktor-faktor kualitas pendidikan PKBM di Jawa Barat yang harus diperbaiki serta memberikan usulan perbaikannya. Metode survei dilakukan dengan dimensi EduQUAL. Importance Performance Analysis (IPA) digunakan untuk mengelompokkan prioritas tiap indikator dari hasil survei. Indikator yang terkumpul pada Kuadran A pada IPA dianalisis lebih lanjut dengan Quality Function Deployment (QFD). Hasil gap analysis mnunjukkan adanya gap negatif di semua dimensi EduQUAL. Faktor-faktor kualitas pendidikan PKBM di Jawa Barat yang harus diperbaiki: ketersediaan dokumen jenis dan jumlah peralatan pembelajaran, ketersediaan dokumen keberadaan prasarana ruangan belajar dan kantor, ketersediaan dokumen silabus pada setiap program, serta ketersediaan dokumen RPP. Melalui IPA dan QFD dihasilkan 3 respon teknis untuk meningkatkan kualitas pendidikan PKBM di Jawa Barat: mengaktifkan forum- forum diskusi antar lembaga PKBM, meningkatkan bantuan pengadaan sarana prasarana PKBM, serta memberikan pelatihan pembuatan RPP secara berkala untuk para pengajar PKBM. Human quality, which is reflected in the value of the Human Development Report (HDR), can be improved through education. In Indonesia, education could carried out through a non formal institution called Pusat Kegiatan Belajar Masyarakat (PKBM). West Java is the province with the largest number of PKBM distributions in Indonesia. Unfortunately, in 2019 there were not a single accredited-A PKBM, describing the low quality of education at PKBM in West Java. The purpose of this study are to analyze the education quality of PKBM in West Java along with the factors that must be improved and how to improve them. The survey method caried out using EduQUAL dimensions. Importance Performance Analysis (IPA) is used to classify the priority of each indicator from the survey results. The indicators collected in Quadrant A were further analyzed using Quality Function Deployment (QFD). The result of the gap analysis show that there are negative gaps in all dimensions of EduQUAL. The quality factors of PKBM education in West Java that must be improved: availability of documents on the type and amount of learning equipment, availability of documents for the existence of study room and office infrastructure, availability of syllabus documents for each program, and availability of RPP documents. IPA and QFD produced 3 technical responses to improve the quality of PKBM education in West Java: activating discussion forums among PKBM institutions, improving the procurement of PKBM infrastructures, and providing training on making RPP on a regular basis for PKBM tutors.
