Abstract

ABSTRAK Judul: Analisis Kinerja Ruas Jalan dan Simpang Tak Bersinyal dengan Metode MKJI 1997 (Studi Kasus Simpang Tiga Lengan Jalan Jagakarsa Raya – Jalan Jeruk Raya), Nama: Haikal Putra Tama, NIM: 41117310062, Dosen Pembimbing: Andri Irfan Rifai, Dr., S.T., M.T. Tahun 2019. Sebagai ibukota negara, idealnya Jakarta merupakan kota yang indah, bersih, tertib, nyaman serta teratur. Namun kenyataannya, Jakarta sebagai kota metropolitan justru mempunyai ciri khas kota besar, yaitu : keramaian lalu lintas kendaraan, banyaknya penduduk dan pembangunan gedung dan mall, serta banyak lagi sejumlah yang menyebabkan timbulnya kemacetan dan kesemrawutan. Kemacetan dan kesemrawutan lalu lintas jalan raya di Jakarta bukan saja pada musim hujan yang menimbulkan genangan air/banjir di beberapa ruas jalan raya, tapi pada kondisi normal pun kemacetan dan kesemrawutan tidak dapat dihindarkan karena kapasitas jalan memang sudah tidak sebanding dengan banyaknya jumlah kendaraan yang menggunakan jalan. Kemacetan yang terjadi di DKI Jakarta yaitu pada saat jam kerja dan jam pulang kerja. Salah satu titik kemacetan yang ada di DKI Jakarta yaitu simpang Jalan Jagakarsa Raya, kondisi tersebut menjelaskan bahwa kapasitas kendaraan meningkat seiring dengan pertumbuhan ekonomi di daerah tersebut .Dengan melihat permasalahan yang terjadi baik di ruas jalan dan simpang tak bersinyal pada Jalan Jagakarsa Raya - Jalan Jeruk Raya, maka penulis mencoba mengidentifikasi lengan pada persimpangan tersebut dan menganalisis kinerja pada ruas dan simpangnya. Dalam menganalisis studi ini menggunakan metode Manual Kapasitas Jalan Indonesia (MKJI) tahun 1997 yang akan menentukan kinerja ruas seperti arus, kapasitas, kecepatan dan derajat kejenuhan dan kinerja simpang seperti volume, kapasitas, tundaan dan peluang antrian. Pengumpulan data didapat dengan melakukan survey terhadap ruas jalan yang menuju simpang dan terhadap simpang tak bersinyal Jalan Jagakarsa Raya - Jalan Jeruk Raya pada jam sibuk di hari kerja dan hari libur. Dari hasil analisis simpang menunjukan derajat kejenuhan 1,14, dan tundaan pada simpang tersebut didapat sebesar 29 det/smp, serta peluang antrian sebesar 106,87 %- 53,08 %. Dengan menggunakan alterntif 4, derajat kejenuhan (DS) didapat sebesar 0.67, dan tundaan yang didapat sebesar 11,33 serta peluang antrian 38,20 %-18,66 %, dengan melarang arus kendaraan untuk berbelok kanan baik arus dari jalan minor maupun mayor. Untuk analisis ruas menunjukan derajat kejenuhan (DS) sebesar 0,93. dengan menggunakan alternatif DS yang didapat sebesar 0,64. As the nation's capital, ideally Jakarta is a city that is beautiful, clean, orderly, comfortable and organized. But in reality, Jakarta as a metropolitan city actually has the characteristics of a big city, namely: crowds of vehicle traffic, large numbers of people and the construction of buildings and malls, and many more that cause congestion and chaos to arise. Congestion and chaos of highway traffic in Jakarta is not only in the rainy season which causes puddles / floods on several road sections, but even under normal conditions congestion and clutter cannot be avoided because road capacity is indeed not comparable to the number of vehicles using Street. Congestion that occurs in DKI Jakarta is during working hours and work hours. One of the congestion points in DKI Jakarta, namely the intersection of Jalan Jagakarsa Raya, this condition explains that vehicle capacity increases along with economic growth in the area. By seeing problems that occur both on roads and unsignalized intersections on Jalan Jagakarsa Raya - Jalan Jeruk Raya, the writer tries to identify the arm at the intersection and analyze the performance on the segment and its intersection. In analyzing this study using the method of the Indonesian Road Capacity Manual (MKJI) in 1997 which will determine segment performance such as flow, capacity, speed and degree of saturation and intersection performance such as volume, capacity, delay and chance of queuing. Data collection is obtained by conducting a survey of the road leading to the intersection and to the non-signalized intersection of Jalan Jagakarsa Raya - Jalan Jeruk Raya during peak hours on weekdays and holidays. From the results of the intersection analysis shows the degree of saturation of 1.14, and the delay in the intersection is obtained at 29 det / pcu, and the queuing opportunity is 106.87% -53.08%. By using alternative 4, the degree of saturation (DS) is obtained at 0.67, and the delay obtained is 11.33 and the opportunity for queuing is 38.20% - 18.66%, by prohibiting the flow of vehicles to turn right both minor and major roads. For segment analysis shows the degree of saturation (DS) of 0.93. by using an alternative DS obtained at 0.64.
