Abstract

Pesta demokrasi lima tahunan di Indonesia telah berlalu. Wakil rakyat dan presiden - wakil presiden terpilih secara langsung lewat proses pemilihan umum yang diadakan oleh Komisi Pemilihan Umum (KPU). Banyak catatan yang dipegang oleh KPU dalam pemilihan umum kali ini, termasuk menurunnya angka ‘golongan putih’ (golput) atau angka tidak memilih. Salah satu fenomena menarik kehadiran golput di wilayah tanah air adalah fenomena golput di Kabupaten Bogor, Jawa Barat. Fokus penelitian ini adalah memahami dan menjelaskan motif masyarakat Kab. Bogor di lima kecamatan memilih golput pada pileg 2014 lalu dan menjelaskan makna pemilu legislatif bagi golput. Interaksionisme simbolik oleh George Herbert Mead menjadi signifikan dalam penelitian ini, dimana pandangan mengenai perilaku individu dapat dipahami dan dijelaskan melalui kerangka mind, self dan society seorang golput. Selain itu, tinjauan kepustakaan mengenai konsep komunikasi politik juga membawa pengaruh besar sebagai ruang lingkup penelitian. Argumentasi mengenai partisipasi politik sebagai substansi dari sebuah sistem domokrasi juga memiliki relevansi dalam memahami fenomena golput. Penelitian ini berada dalam paradigma konstruktivis, menggunakan pendekatan kualitatif deskriptif dan metode studi kasus terhadap lima kecamatan (Kec. Cibinong, Citeurep, Bojong Gede, Gunung Puteri, dan Cileungsi) sebagai representasi memahami motif golput dan makna pemilu legislatif. Penelitian ini berhasil menemukan bahwa rasa tidak percaya masyarakat menjadi motif golput. Beberapa rasa tidak percaya itu terbagi atas motif idealis, motif experience, motif institusional, indivdualis dan motif proximity. Kata Kunci : Motif, Golput dan Pemilu Legislatif Democracy of party in Indonesia five years have passed. Bogor in five districts choose non voters on the 2014 Pileg and explain the meaning of the legislative elections for non voters. By George Herbert Mead's symbolic interactionism be significant in this study, where views on individual behavior can be understood and explained through the frame of mind, self and society a vote. In addition, a review of literature on the concept of political communication is also a big impact as the scope research. Arguments regarding political participation as the substance of a democracy system also have the relevance in understanding the phenomenon of non voters. This research is within the constructivist paradigm, using descriptive qualitative approach and the case study method for the five districts (the district Cibinong, Citeurep, Bojong Gede, Gunung Puteri, and Cileungsi) as the representation of non voters to understand the motives and meaning of the legislative elections. This study had found that distrust of society becomes the motive non voters. Some distrust that consists of idealistic motives, experience motives, institutional motives, individualis motives and proximity motives. Key Words : Motives, Non Voters, and Legislative Elections
