Abstract

In broadcasting operational activities, every broadcasting institution in Indonesia must obey and comply with the rules that have been made in the P3SPS. Although broadcasting activities have been regulated in P3SPS, in practice there are still various violations committed by broadcasting institutions in Indonesia. According to data compiled from kpi.go.id, MNCTV received 7 warnings from KPI in 2018, in 2019, MNCTV only received 3 warnings from KPI, and in 2020 it received 5 warnings from KPI. The lack of violations of broadcast guidelines in the In House editing program group, cannot be separated from the supervisory management system, expertise, and insight from the editors and Post Production management ranks. This research was conducted using a qualitative descriptive analysis approach. The research method is a case study, at the editor of the MNCTV in-house post production department, using Planning, Organizing, Actuating and Controlling (POAC) analysis. The results of the study found that the procedures or work stages carried out by the MNCTV production editing section were, at the planning stage the section head and group head held meetings with parties related to program editing, both with the production team and with the internal team including the editor. At the organizing stage includes the distribution and delegation of work. The division of work on staff is updated every week, taking into account the competence, genre of the program, and the style/character of each editor. The implementation phase involves a lot of editors (staff), by editing offline, online, mixing and previewing the client. The supervision stage is the group head supervision process, and the MSO preview. Supervision aims to minimize errors both from a technical point of view and violations of P3SPS. Keywords: Manajemen, Editing, P3SPS, MNCTV Dalam kegiatan operasional penyiaran, setiap lembaga penyiaran di Indonesia harus taat dan sesuai dengan aturan yang telah dibuat dalam P3SPS. Meskipun dalam melakukan kegiatan penyiaran telah diatur dalam P3SPS, namun pada prakteknya masih terdapat berbagai pelanggaran yang dilakukan oleh lembaga penyiaran di Indonesia. Menurut data yang dihimpun dari kpi.go.id, MNCTV menerima 7 teguran dari KPI pada tahun 2018, tahun 2019, MNCTV hanya menerima 3 teguran dari KPI, dan pada tahun 2020 mendapat 5 teguran dari KPI. Minimnya pelanggaran terhadap pedoman siaran pada kelompok program editing In House, tidak lepas dari sitem manajemen pengawasan, keahlian, dan wawasan dari para editor dan jajaran manajemen Post Production. Penelitian ini dilakukan menggunakan pendekatan analisis deskriptif kualitatif. Metode penelitian studi kasus, pada editor departemen post production MNCTV, dengan menggunakan analisis Planning, Organizing, Actuating dan Controlling (POAC). Hasil penelitian menemukan bahwa prosedur atau tahapan kerja yang dilaksanakan oleh section editing produksi MNCTV adalah, pada tahap perencanaan section head dan group head melakukan meeting bersama pihak-pihak yang berkaitan dengan editing program, baik dengan tim produksi maupun dengan tim internal termasuk dengan editor. Pada tahap pengorganisasian meliputi pendistribusian dan pendelegasian pekerjaan. Pembagian pekerjaan pada staff diperbarui pada tiap pekan, dengan mempertimbangkan kompetensi, genre program, dan style/karakter tiap editor. Tahap pelaksanaan banyak melibatkan para editor (staff), dengan melakukan editing offline, online, mixing dan preview klien. Tahap pengawasan adalah proses supervisi group head, dan preview MSO. Pengawasan bertujuan untuk meminimalisir kesalahan baik dari segi teknis maupun pelanggaran terhadap P3SPS. Kata Kunci: Manajemen, Editing, P3SPS, MNCTV
