Abstract

Bappenas as the planners institutions based on Presidential Decree No. 5 of 2002 concerning Amendment to Decree of the President About the Presidential Decree Number 110 Year 2001 About the Organization Unit and Duty of Echelon I in the Ministry / Agency and the Ministerial Decree of State Minister VAT Number KEP.050/M.PPN/03/2002 Duty and Function of the State Minister / Head of Bappenas otherwise concerned with data and information that are important and need to get attention, especially in planning and formulation of government policy. The Transaction in database could be viewed as a collection of read and write operation that manipulate the data. The read operation are retrieves the data where as the write operation are carried out the change of data. The database could be viewed as a data collection where the user could carry out the read and write operations. For the database with single user, the user could carry out the transaction that manipulates the database freely without having the disturbance from other user. Howover in the database with multiuser, the transaction could be execution simultanneously. The multiuser database could produce a transaction’s conflict. Two transaction are conflict if one of the operation access the same data item and at least one of these operation are the write operation. To overcome this matter it needs a concurrency control mechanism that perform a role in arranging the coming transaction simultaneously therefore the database preserved consistent. By the way the system has been developed, the authors tried to give recommendations based on test results that have been done is to provide limits on the number of users, split time zones in the use of web applications and improve infrastructure that can support access to the internet network.Bappenas sebagai lembaga perencana berdasarkan Keppres Nomor 5 Tahun 2002 tentang Keputusan Presiden Tentang Perubahan Atas Keputusan Presiden Nomor 110 Tahun 2001 Tentang Unit Organisasi dan Tugas Eselon I di Kementerian/Lembaga dan Kepmen Menteri Negara PPN Nomor KEP.050/M.PPN/03/2002 tentang Tugas Pokok dan Fungsi Menteri Negara PPN/Kepala Bappenas dinyatakan berkepentingan dengan data dan informasi yang merupakan hal penting dan perlu mendapatkan perhatian khususnya dalam menyusun perencanaan dan perumusan kebijakan pemerintah. Transaksi dalam basis data dapat dipandang sebagai sekumpulan operasi baca (read) dan tulis (write) yang memanipulasi data. Operasi baca membaca data sedangkan operasi tulis melakukan perubahan data. Basis data dapat dipandang sebagai suatu kumpulan data dimana user dapat melakukan operasi baca dan tulis. Pada basis data dengan pengguna tunggal (single- user), pengguna dapat melakukan transaksi yang memanipulasi basis data secara bebas tanpa ada gangguan dari pengguna lain. Namun pada basis data dengan banyak pengguna (multi-user), transaksi dapat dieksekusi secara simultan. Basis data dengan banyak pengguna dapat menyebabkan transaksi-transaksi yang datang masuk menjadi konflik. Dua transaksi dikatakan konflik jika satu atau lebih operasinya mengakses data barang (item) yang sama dan setidaknya salah satu dari operasi tersebut adalah operasi tulis. Untuk mengatasi hal tersebut dibutuhkan suatu mekanisme concurrency control yang berperan dalam mengatur transaksi- transaksi yang datang secara simultan sehingga basis data tetap konsisten. Demi jalannya sistem yang telah dikembangkan, penulis mencoba memberikannya rekomendasi berdasarkan hasil pengujian yang telah dilakukan adalah memberikan batasan terhadap jumlah user, membagi zona waktu dalam penggunaan aplikasi web dan meningkatkan infrastruktur yang dapat mendukung akses ke jaringan internet.
