Abstract
In choosing a location of the development plan of the crossing port that served passengers and the thing, must before held a study from the technical aspect, social economics and the culture. From the technical aspect covered the geographical location, the ship service, the pond turned, the topography batimetri, the sedimentation, wave, flow, the rise and fall, the depth and wide the plan channel, climatology, morphology, the erosion, the power supported the land. Whereas the analysis from economics social that most important was nature resources, the economy, the public's means, the accessibility, the industry and trade. The study of the culture how the people was collided with in the attitude and the perception of the existence some develop this port project. The guest plate of the data that including in the scope of the study and the analysis this was used to compare the definitive location that will be planned as the location of the port. The data that was obtained could take the form of the primary data by doing the grating, observation, laboraturium, the material test or quisioner. Whereas for the secondary data could co-operate with agencies/goverment that were related in the area of the location of the plan. The method that was used in reinforcing the dominant factor that will be made rumours of the biggest assessment, could be carried out by the FGD method (Focus Group Discussion) the holders of the policy. Main rumours that were made consideration. FGD was to be the guest plate of the objective data, so as the argumentation that emerged be based on available and was measured quantitatively. To reinforce the assessment in choosing one around the location devinitif was carried out by the analysis of the weight and the assessment. So as the conclusion of the end in breaking and recommending the place/the location of the port was the decision that was measured quantitatively and objectively.Dalam memilih suatu lokasi rencana pembangunan pelabuhan penyeberangan yang melayani penumpang dan barang, haruslah terlebih dahulu mengadakan suatu kajian dari aspek teknis, ekonomi sosial dan budaya. Dari aspek teknis meliputi letak geografis, layanan kapal, kolam putar, topografi batimetri, sedimentasi, gelombang, arus, pasang surut, kedalaman dan lebar alur rencana, klimatologi, morfologi, erosi, daya dukung tanah. Sedangkan analisa dari ekonomi sosial yang terpenting adalah sumber daya alam, perekonomian, sarana umum, aksesibilitas, industri dan perdagangan. Kajian budaya bagaimana masyarakt terdampak dalam sikap dan persepsi adanya suatu pembanguna proyek pelabuhan ini. Sajian data-data yang termasuk dalam ruang lingkup studi dan analisa ini digunakan untuk membandingkan lokasi definitif yang akan direncanakan sebagi lokasi pelabuhan. Data yang didapatkan dapat berupa data primer dengan melakukan pengukuran, pengamatan, laboraturium, uji material ataupun kuisioner. Sedangkan untuk data-data sekunder dapat bekerja sama dengan instansi-instansi yang terkait di daerah lokasi rencana. Metode yang digunakan dalam memperkuat faktor dominan yang akan dijadikan isu penilaian yang terbesar, dapat dilakukan metoda FGD (Focus Group Discussion ) para pemegang kebijakan. Isu utama yang dijadikan pertimabngan FGD adalah merupakan sajian data yang objektif, sehingga argumentasi yang timbul berdasarkan yang ada dan terukur secara kuantitatif. Untuk memperkuat penilaian dalam memilih satu diantara lokasi devinitif dilakukan analisa bobot dan penilaian. Sehingga kesimpulan akhir dalam memutuskan dan merekomendasi tempat/lokasi pelabuhan merupakan keputusan yang terukur secara kuantitatif dan objektif.
