Abstract

i ABSTRACT This study aims to determine the implementation effect of Corporate Governance on the effectiveness and efficiency of procurement. The object under study is the process of procurement of goods / services for the construction work of coal-firedpower plant is based on the stage since the preparation of procurement, procurement plans, procurement process and contract procurement. Research carried out by using descriptive method based on the company's internal secondary data with sample selection using a non probability sampling by purposive sampling. The results indicate that corporate governance in the procurement of goods / services have been implemented since 2002 on the principle of openness / competition, transparency, equity / non-discriminatory and accountable, based on principles developed by the OECD. The results for implementing all phases of the procurement of goods / services in the 2007-2008 period has not yet reached that is efficient and effective achievement of the expectations good on great achievement. Keywords : corporate governance, efficient and effective, the duration of the procurement process, the cost of generation projects. Penelitian ini bertujuan mengetahui pengaruh implementasi Corporate Governance terhadap efektivitas dan efisiensi pengadaan barang/jasa. Objek yang diteliti adalah proses pengadaan barang/jasa untuk pekerjaan pembangunan PLTU berbahan bakar batubara yang dilakukan berdasarkan tahapan pengadaan sejak persiapan pengadaan, rencana pengadaan, proses pengadaan dan kontrak pengadaan. Metoda riset dalam penelitian menggunakan metoda deskriptif berdasarkan data sekunder internal perusahaan dengan pemilihan sampel menggunakan non probability sample dan purposive sampling. Hasil penelitian mengindikasikan bahwa Corporate Governance dalam pengadaan barang/jasa telah dilaksanakan sejak tahun 2002 berdasarkan prinsip keterbukaan/bersaing, transparan, keadilan/tidak diskriminatif dan akuntabel, sesuai prinsip yang dikembangkan OECD. Hasil penelitian atas pelaksanaan seluruh tahapan pengadaan barang/jasa pada periode 2007-2008 belum mencapai efisien dan efektif yaitu dengan prestasi good dari ekspektasi prestasi great. Kata kunci : Corporate Governance, efisien dan efektif, durasi proses pengadaan, nilai perolehan proyek.
