Abstract
TOD is widely known as a concept that addresses the needs of transit areas. Among the benefits of TOD are reduced car use and family expenses for transportation, increased pedestrian and transit users, reviving the downtown area, increasing density and intensity, saving the burden of development for parking, and increasing property values and various activities around transit to repair and activities that will be generated by transit activities in the area. Various theories and concepts regarding the relationship between transit activities and the quality of the environment and community. On a regional scale this concept can solve urban growth problems with sprawling and congestion patterns, Dunphy (2004). For this reason, the issue approach raised is the City Hutment which is the start of a new paradigm of urban planning and universal design as an art and design exercise to accommodate the widest possible variety of people throughout their lifespan, physical condition and also their social levels within the scope of the TOD area. Through this approach "Manungsa's Permeable Hutment" as the implementation of a comprehensive design through 3 aspects namely "City Hutment", "Universal Hutment Design", and also "Andhih / Kalindhih Wangun" or "buildings that succumb" to human behavior in order to re-create the focus of function to the user object, i.e. human itself. Keywords: Transit Oriented Development, City Hutment, Universal Design TOD telah dikenal luas sebagai konsep yang menjawab kebutuhan area transit. Di antara manfaat dari TOD adalah penurunan penggunaan mobil dan pengeluaran keluarga untuk transportasi, peningkatan pejalan kaki dan pengguna transit, menghidupkan kembali kawasan pusat kota, peningkatan densitas dan intensitas, penghematan beban pengembangan untuk parkir, serta peningkatan nilai properti dan berbagai kegiatan di sekitar transit hingga perbaikan dan aktifitas yang akan dibangkitkan oleh kegiatan transit di kawasan tersebut. Berbagai teori dan konsep mengenai hubungan antara kegiatan transit dan kualitas lingkungan dan komunitas. Dalam skala regional konsep ini dapat menyelesaikan permasalahan pertumbuhan kota dengan pola sprawling dan kemacetan, Dunphy (2004). Untuk itu pendekatan isu yang diangkat adalah kampung kota yang menjadi awal dimulainya paradigma baru perencanaan kota serta desain universal sebagai seni dan latihan desain untuk mengakomodir seluas mungkin variasi manusia sepanjang jangka usia hidup, keadaan fisik dan juga jenjang sosial mereka dalam lingkup kawasan TOD. Melalui pendekatan inilah “Manungsa’s Permeable Hutment” sebagai penerapan desain yang menyeluruh melalui 3 aspek yaitu “City Hutment”, “Universal Hutment Design”, dan juga “Andhih/Kalindhih Wangunan” atau “bangunan yang mengalah” pada perilaku manusia agar terciptanya kembali fokus fungsi kepada objek pengguna, yaitu manusia itu sendiri. Kata Kunci : Transit Oriented Development , Kampung Kota, Univesal Design.
