Abstract

The Golkar Party faces a number of problems ahead of the 2019 Legislative Election. Golkar Party Chairperson Setya Novanto was arrested by the KPK in a corruption case in the electronic KTP project. Not long after, the Golkar Party elite Idrus Marham who was serving as Minister of Social Affairs was languishing at the KPK because of the corruption case of the PLTU Riau I project. At least two cases of corruption, namely the E-KTP project and PLTU Riau I, could have an impact on the image of the party bearing the banyan tree symbol in the 2019 elections. How did the Lampung Province Golkar Party deal with this situation and continue to gain votes and even increase the seat acquisition of DPR and DPRD in Lampung Province? This research with a post-positivistic paradigm reveals the grassroots elements of the Golkar Party's victory and the management of these grassroots elements in the 2019 Legislative Election in Lampung Province. The theory used in this study is the theory of organizational culture communication and the concept of family roots, political parties, and the concept of voting in elections. The findings of this study are that the grassroots elements of Golkar Party victory are family members / administrators of the party and party wing mass organizations, volunteers, sympathizers, and pragmatic voters. Keywords: Portrait of the Winning, Grassroots, Golkar Party, 2019 Election Partai Golkar menghadapi sejumlah masalah menjelang Pemilu Legislatif 2019. Ketua Umum Partai Golkar Setya Novantoditangkap KPK terkait kasus korupsi proyek KTP elektronik. Tidak lama kemudian, elite Partai Golkar Idrus Marham yang sedang menjabat sebagai Menteri Sosial mendekam di KPK karena kasus korupsi proyek PLTU Riau I. Setidaknya dua kasus korupsi yakni proyek E-KTP dan PLTU Riau I bisa berdampak pada citra partai berlambang pohon beringin tersebut Pemilu 2019. Bagaimana Partai Golkar Provinsi Lampung menghadapi situasi tersebut dan tetap meraup suara dan bahkan meningkatkan perolehan kursi DPR dan DPRD di Provinsi Lampung? Penelitian dengan paradigma post-positivistik ini mengungkap unsur-unsur akar rumput kemenangan Partai Golkar dan pengelolaan unsur-unsur akar rumput tersebut pada Pemilu Legislatif 2019 di Provinsi Lampung. Teori yang digunakan dalam penelitian ini adalah teori komunikasi budaya organisasi dan konsep akar rumpyt, partai politik, serta konsep pemberi suara dalam pemilu. Temuan penelitian ini adalah unsur-unsur akar rumput kemenangan Partai Golkar adalah keluarga anggota/pengurus partai dan ormas sayap partai, relawan, simpatisan, dan pemilih pragmatis.
