Abstract

Fuel price difference between Western Indonesia and Eastern Indonesia has been going on for years in Indonesia and only under the administration of President Joko Widodo, the government began to pay attention to this by rolling the Marine Highway Program (Program TOL Laut). The high price of fuel, especially diesel industry, one of which caused by high logistics costs. In the Eastern part of Indonesia there is only one company that has a solid supply chain (Supply Chain), namely PT Pertamina. Holder of Permit Commerce General (INU) that has plan to open a depot in Eastern Indonesia, the first step that must be done is to determine the location of the depot (in this case by using a floating tank or floating storage), in this case the selection of sites can use Analysis Center Of Gravity, Analysis load Distance, Location Factor Analysis Rating and also use mathematical model to determine the estimated operating costs. As a reference location of the depot before using all those tools or analysis above, the location of PT Pertamina depot National Distribution Area 3 (WDN 3) which has been operating for years can be the early clue in determining the exact location and with potential consumers to be taken into account for several locations in Eastern Indonesia as well as estimates of their fuel needs per month. After getting an ideal location then the next step is to determine the distribution of diesel and also its replenishment in order to obtain the goods turnaround or cycle the most optimal. In this study, the determination is done by using Nearest Neighbor Analysis Heuristic or vehicle routing problems. Keywords: Supply chain, Analysis Center Of Gravity, Distance Load Analysis, Factor Analysis Location Rating and Analysis Nearest Neighbor Heuristic Perbedaan harga Bahan Bakar Minyak antara Indonesia bagian barat dan Indonesia bagian Timur sudah berlangsung bertahun-tahun di Indonesia dan baru dibawah pemerintahan presiden Joko Widodo, pemerintah mulai memperhatikan hal ini dengan menggulirkan program Tol Laut. Tingginya harga bahan bakar minyak khususnya solar industry, salah satunya diakibatkan oleh biaya logistik yang tinggi. Di Indonesia bagian Timur hanya ada satu perusahaan yang memiliki Rantai Pasok (Supply Chain) yang terintegrasi dengan baik yaitu PT Pertamina. Bagi perusahaan pemegang Ijin Niaga Umum (INU) yang akan membuka depo di Indonesia bagian Timur maka langkah pertama yang harus dilakukan adalah melakukan penentuan lokasi depo (menggunakan tangki terapung atau floating storage), dalam hal ini pemilihan lokasi dapat menggunakan Analisa Center Of Gravity, Analisa Load Distance, Analisa Location Factor Rating dan juga menggunakan Model Matematika untuk menentukan estimasi biaya operasional. Sebagai referensi lokasi depo sebelum menggunakan beberapa analisa di atas maka lokasi depo PT Pertamina Wilayah Distribusi Nasional 3 (WDN 3) yang sudah beroperasi menjadi petunjuk awal dalam menentukan lokasi yang tepat, disertai dengan memperhitungkan beberapa lokasi potensi konsumen di Indonesia bagian Timur serta estimasi kebutuhan Bahan Bakar Minyak (BBM) mereka per bulan. Setelah mendapatkan lokasi yang ideal maka tahapan berikutnya adalah menentukan rute distribusi solar dan juga replenishment-nya agar diperoleh siklus atau turn around yang paling optimal. Di penelitian ini, penentuan rute dilakukan dengan menggunakan Analisa Nearest Neighbor Heuristic.
