Abstract

This research is intended to find out and analyze how the role of the Quantity Surveyor at the Pre Contract stage is carried out on the Ciputra-Cikupa Mall Project with the QS Consultant namely PT. Arthareka Graha Sarana. In the Pre Contract stage, Quantity Surveyors plan cost estimates that function as a reference value for the project owner and function to check the design of the structure planner whether the design that has been made is effective or is still too high in terms of the cost of Quantity Surveyors. carry out the tender process from the aanwijzing stage, clarify the tender with prospective tender participants, negotiate the value of the contract up to the appointment of the winner of the tender. Some of the factors that cause differences in the value of the cost plan and contract value in this project are the work of the raft foundation, ramp, retaining wall, and upper work structure. In Mall projects in Indonesia generally have a concrete ratio between 0.30 m3/m2 - 0.45 m3/m2, iron ratio between 140 kg/m3 - 160 kg/m3 and formwork ratio between 1.90 m2/m2 - 2.20 m2/m2. Keywords : Quantity Surveyor Consultant, Pre Contract, Bill of Quantity, Cost Plan, Contract Velue Penelitian ini ditujukan untuk mengetahui dan menganalisis bagaimana peranan Quantity Surveyor pada tahap Pre Contract yang dilakukan pada Proyek Mall Ciputra-Cikupa dengan Konsultan QS yaitu PT. Arthareka Graha Sarana. Pada tahap Pre Contract, Quantity Surveyor membuat perencanaan estimasi biaya yang berfungsi sebagai nilai acuan pemilik proyek dan berfungsi untuk melakukan pengecekan pada design dari perencana struktur apakah design yang sudah dibuat sudah efektif atau masih terlalu tinggi dari segi biaya Quantity Surveyor juga bertugas melakukan administrasi kontrak dan melaksanakan proses tender dari tahap aanwijzing, klarifikasi tender dengan calon peserta tender, negoisasi nilai kontrak sampai dengan penunjukan pemenang tender. Beberapa factor penyebab perbedaan nilai cost plan dan nilai kontrak pada proyek ini adalah pada pekerjaan raft pondasi, ramp, retaining wall, dan pekerjaan upper struktur. Pada proyek Mall di Indonesia umunya memiliki rasio beton antara 0.30 m3/m2 – 0.45 m3/m2, rasio besi antara 140 kg/m3 – 160 kg/m3 dan rasio bekisting antara 1.90 m2/m2 – 2.20 m2/m2.
