Abstract
Bagi PT Pembangkit Listrik ABCD yang memiliki potensi bahaya tinggi, keberhasilan dalam implementasi SMK3 merupakan hal penting. Adanya temuan hasil audit SMK3 yang berfluktuasi mengindikasikan bahwa strategi dalam implementasi program tersebut belum efektif. Tujuan penelitian ini adalah mendapatkan prioritas strategi untuk diterapkan pada PT Pembangkit Listrik ABCD agar keberhasilan dalam penerapan SMK3 meningkat. Metode penelitian yang digunakan adalah metode deskriptif kualitatif dengan jenis penelitian studi kasus. Teknik pengumpulan data dengan observasi, wawancara, FGD dan kuesioner terhadap 6 orang ahli di bidang K3 dalam perusahaan. Data-data dianalisis menggunakan Matriks IFE, EFE, IE, SWOT dan QSPM. Hasil Matriks IFE sebesar 3,692 dan Matriks EFE 3,378 menunjukan kondisi perusahaan sangat potensial untuk mendukung strategi peningkatan implementasi SMK3 secara optimal. Hasil matriks QSPM dan FGD menghasilkan prioritas strategi yang dipilih, yaitu Peningkatan Sistem Manajemen K3 (6,576), Peningkatan Konsistensi penerapan SMK3 secara berkelanjutan bagi seluruh karyawan dan pihak ke-3 (6,437), Penyempurnaan perangkat aturan / prosedur dengan memuat aspek K3 secara rinci (6,423), Peningkatan program edukasi dan sosialisasi secara komprehensif terkait implementasi SMK3 (6,421) dan Penegakan sanksi terhadap pelanggaran aturan K3. Kata kunci: manajemen strategi, FGD, SWOT, Matriks IE, QSPM, implementasi SMK3 For PT ABCD Power Plants that have high potential hazards, success in implementing SMK3 is important. Fluctuating findings of SMK3 audit results indicate that the strategy in implementing the program has not been effective. The purpose of this research is to get priority strategies to be applied to PT ABCD Power Plant so that success in the application of SMK3 increases. The research method used is a qualitative descriptive method with a type of case study research. The technique of collecting data by observation, interviews, FGDs and questionnaires on 6 experts in the field of OSH in the company. The data are analyzed using IFE, EFE, IE, SWOT and QSPM Matrices. The results of the IFE Matrix of 3.692 and the EFE 3.378 Matrix show that the condition of the company is very potential to optimally support the strategy to increase the implementation of SMK3. The results of the QSPM and FGD matrices resulted in selected strategic priorities, namely OHS Management System Improvement (6,576), Consistency Improvement of the implementation of SMK3 continuously for all employees and 3rd parties (6,437), Improvement of rules / procedures by including detailed K3 aspects ( 6,423), Enhancement of comprehensive education and outreach programs related to the implementation of SMK3 (6,421) and Enforcement of sanctions against violations of K3 rules.
