Abstract

State buildings are state/regional property for official purposes as a place for government apparatus activities to take place so that they must be functional, artistic and meet building safety. The construction of state buildings as part of the process of managing state buildings must be carried out in an orderly, effective, efficient, economical, not excessive, and environmentally friendly manner. Therefore, prior to the implementation of construction, careful technical planning is needed, namely from the idea, the formulation of architectural design ideas at the schematic design stage, to the manufacture of design details. One of the efforts of the Sleman Regency Government in developing the Central Sleman region related to the development of existing culture in the community is to build a cultural park located in Pandowoharjo village, Sleman. This place will later become a place for the community to develop and express expressions in the field of culture, both traditional and modern. With the construction of a representative Cultural Park, it is hoped that it can accommodate the activities and creativity of art and cultural actors in Sleman Regency. In addition, with the existence of an integrated Cultural Park, it can be used by the community as a place for educational tourism and cultural promotion. On the other hand, the Cultural Park is expected to be an example for the community regarding the reliability requirements of the building as stated in the Minister of PUPR Regulation No. 22/PRT/M/2018, which fulfills the aspects of safety, health, comfort, and convenience according to the technical requirements of building performance. Keywords: Cultural Park, Sleman Regency, Green Building Bangunan gedung negara merupakan barang milik negara/daerah untuk keperluan dinas sebagai tempat berlangsungnya kegiatan aparatur pemerintah sehingga harus fungsional, artistik dan memenuhi keselamatan bangunan. Pembangunan bangunan gedung negara sebagai bagian dari proses penyelenggaraan bangunan gedung negara harus dilaksanakan secara tertib, efektif, efisien, hemat, tidak berlebihan, dan ramah lingkungan. Oleh karena itu sebelum pelaksanaan konstruksi diperlukan perencanaan teknis yang matang yaitu dari ide, rumusan gagasan rancangan arsitektur tahap desain skematik, sampai dengan pembuatan detail desain. Salah satu upaya Pemerintah Kabupaten Sleman dalam mengembangkan wilayah Sleman Tengah terkait pengembangan kebudayaan yang ada di masyarakat adalah dengan membangun suatu taman budaya yang berada di desa Pandowoharjo Sleman. Tempat ini nantinya akan menjadikan tempat bagi masyarakat dalam mengembangkan dan menuangkan ekspresi dalam bidang kebudayaan baik tradisional maupun modern. Dengan dibangunnya Taman Budaya yang representatif maka diharapkan dapat menampung aktivitas dan kreativitas pelaku seni dan budaya di Kabupaten Sleman. Selain itu dengan adanya Taman Budaya yang terpadu maka dapat dijadikan oleh masyarakat sebagai tempat wisata edukasi dan promosi budaya. Disisi lain Taman Budaya diharapkan dapat menjadi contoh bagi masyarakat terhadap syarat keandalan bangunan seperti yang tertuang dalam Peraturan Menteri PUPR No. 22/PRT/M/2018, yaitu memenuhi aspek keselamatan, kesehatan, kenyamanan, dan kemudahan sesuai persyaratan teknis kinerja bangunan gedung.
