Abstract

Latar Belakang: Pelatihan merupakan proses pendidikan jangka pendek yang menggunakan prosedur yang sistematis dan terorganisir. Pelatihan memberi peranan penting terhadap kemajuan kemampuan para pencari kerja, serta memberikan semangat dan membina para pencari kerja agar mampu untuk bekerja mandiri dan membutuhkan kepercayaan diri sehingga dapat mewujudkan prestasi kerja dalam dunia industri. Tujuan pertama dari penelitian ini adalah mengidentifikasi kriteria yang menjadi prioritas dalam mengukur kinerja Balai Besar Pengembangan Latihan Kerja dengan pendekatan Balance Scorecard. Tujuan kedua adalah merancang model pengukuran kinerja pada Balai Besar Pengembangan Latihan Kerja. Metode: Metode yang digunakan dalam penelitian ini adalah Balanced Scorecard, Analytical Hierarchy Process (AHP), dan dengan bantuan aplikasi Expert Choice (EC) untuk mengetahui tingkat prioritas dari masingmasing faktor/kriteria. EC merupakan suatu program aplikasi yang dapat digunakan sebagai salah satu tool untuk membantu para pengambil keputusan dalam menentukan keputusan. Hasil: Rancangan Balanced Scorecard yang akan diterapkan oleh organisasi untuk mencapai visi misi dan tujuan organisasi teridentifikasi melalui melalui 4 perspektif Balanced Scorecard yaitu perspektif keuangan dengan bobot (0,199), perspektif pelanggan (0,323), perspektif pertumbuhan dan pembelajaran (0,315), perspektif proses bisnis internal (0,164). Penelitianini memberikan informasi bahwa didalam menentukan target tidak hanya berfokus pada sisi finansial tetapi juga pada perspektif pelanggan, perspektif bisnis internal serta perspektif pembelajaran dan pertumbuhan. Kesimpulan: 1) Rancangan Balanced Scorecard yang akan diterapkan oleh organisasi untuk mencapai visi misi dan tujuan organisasi teridentifikasi melalui 4 perspektif Balanced Scorecard, dengan nilai tertinggi yaitu perspektif pelanggan (0,323), 2) Berdasarkan hasil penelitian perbaikan kinerja di BBPLK Bekasi desain BSC dapat dilakukan terus menerus, baik perbaikan kinerja yang akan berjalan maupun yang sedang berjalan sehingga target perbaikan kinerja baik dari segi waktu dan yang lainnya dapat terlaksana sesuai dengan target yang diinginkan berdasarkan atas perspektif selain perspektif keuangan (finansial) dan tidak mengacu pada perspektif keuangan saja. ==== Background: Training is a short-term educational process that uses a systematic and organized procedure. Training plays an important role in advancing the abilities of job seekers, as well as encouraging and fostering job seekers to be able to work independently, and need self-confidence so that they can accomplish work performance in the industry. The first objective of this research is to identify the criteria that become priority in measuring the performance of the Center for Job Training Development using the Balanced Scorecard approach. The second objective is to design performance measurement model at the Center for Job Training Development. Methods: The method used in this research is the Balanced Scorecard, Analytical Hierarchy Process (AHP), and with the help of the Expert Choice (EC) application to determine the priority level of each factor/criteria. EC is an application program that can be used as a tool to assist decision makers in making decisions. Results: The Balanced Scorecard design that will be applied by the organization to achieve the organization's vision, mission and goals is identified through 4 Balanced Scorecard perspectives, namely financial perspective with weight (0.199), customer perspective (0.323), growth and learning perspective (0.315), business process perspective internals (0.164). This research provides information that in determining the target not only focuses on the financial side but also on the customer perspective, internal business perspective and learning and growth perspective. Conclusions: 1) The Balanced Scorecard design that will be applied by the organization to achieve the organization's vision, mission and goals is identified through 4 Balanced Scorecard perspectives, with the highest value being the customer perspective (0.323), 2) Based on the results of research on performance improvement at BBPLK Bekasi, the BSC design can be carried out continuously, both upcoming and ongoing performance improvements so that performance improvement targets in terms of time and others can be carried out in accordance with the targets based on perspectives other than financial perspectives (financial) and do not refer to financial perspectives only.
