Abstract

Main factors that is affecting performance of PDAM (Perusahaan Daerah Air Minum) when managing consumable water distribution in Indonesia are level of non-revenue water, lack effectiveness of water usage, and lack efficiency of billing records and customer complaint about services that do not available up to 24 hours. This happens because the process is still done manually, so that errors and fraud are often found. Other than that, there are a lot of complaint from customers about value of water usage that is not match with the amount of the bill, and officers who did not come to houses located in some spesific areas. The purpose of this research is to provide a solution which is proposing design of PDAM recording and billing system with a practical and safe prepaid Self- Service method. This prepaid Self-Service method is divided by two main functions. First, real-time calculation function which is designed to solve the problem of efficiency in recording water usage. Second, self-payment tokens function which is designed to resolve constraints related to data processing and bill payment. Generating tokens for self-payment token functions built by using the The Vernam Chiper Cryptographic Algorithm which is programmed by using the Android platform and Arduino IDE. Token will be sent into other devices through the bluetooth serial communication. The results showed that the making of the self-payment token function using The Vernam Chiper Cryptographic Algorithm was successfully performed. The encryption token which consists of 48 characters can be transferred to other devices automatically using Bluetooth serial communication. Encryption Process takes time about 0.34 seconds and for decryption process takes time about 0,20 seconds. Keywords: PDAM, Algoritma Vernam Chiper, One Time Pad (OTP), PDAM Self-Services. Faktor dominan yang mempengaruhi kinerja PDAM adalah tingkat Non Revenue Water yang tinggi, kurangnya efektivitas pencatatan pemakaian dan penagihan serta pelayanan yang tak sampai 24 jam. Hal tersebut terjadi karena proses pencatatan masih dilakukan secara manual sehingga masih sering ditemukannya kesalahan dan kecurangan. Selain itu juga terdapat keluhan pelanggan pemakaian air yang tidak sesuai dengan besarnya tagihan, dan petugas yang tidak datang ke rumah yang terletak di wilayah terpencil. Tujuan dari penelitian ini adalah memberikan solusi berupa usulan perancangan sistem pencatatan dan penagihan PDAM dengan metode Self-Service prabayar yang praktis dan aman. Mekanisme Self-Service prabayar ini mempunyai dua fungsi unggulan yaitu real-time calculation untuk menyelasaikan kendala efisiensi pencatatan pemakaian air dan self-payment token untuk menyelesaikan kendala terkait pengolahan data serta pembayaran tagihan. Pembangkitan token untuk fungsi self-payment menggunakan Algoritma Kriptografi Vernam Chiper yang dimodifikasi menggunakan teknik manipulasi panjang karakter dan double- encryption. Algoritma Kriptografi Vernam Chiper diprogram menggunakan platform Android dan Arduino IDE. Pengiriman token pada perangkat lain menggunakan komunikasi serial bluetooth. Hasil penelitian menunjukan pembuatan fungsi self-payment token menggunakan algoritma vernam chiper berhasil dilakukan. Hasil enkripsi token yang terdiri dari jumlah karakter yang cukup panjang yaitu 48 karakter dapat ditransfer ke device lain secara otomatis menggunakan komunikasi serial Bluetooth. Proses enkripsi membutuhkan waktu dengan rata-rata 0,34 detik sedangkan untuk proses dekripsi membutuhkan waktu dengan rata-rata 0.20 detik.
