Abstract

The human population is increasing day by day as well as human needs which also increase according to population growth in Indonesia. The house is one of the basic needs of humans apart from food and clothing, so the fulfillment of the need for a house is a priority that cannot be deferred. On the other hand, the community has limited ability to meet the cost of housing procurement, because they are unable to obtain legal land in the city center, low-income people occupy land illegally along railway lines, graves, high cliffs, riverbanks and land -Other abandoned land. This action resulted in the emergence of squatters, namely land that was not designated for occupancy or land placement that did not belong to it (Budihardjo, 1997: 12). Various attempts have been made by the government to address the problem of lack of land as a place to live for residents. One of them is the construction of a low cost housing. Low cost housing is an affordable home for the poor or low-income individuals and families (Bernard Lefebvre, 2004). Creating a flat design located in Tanah Abang that is in accordance with the function and also government regulations. In general, people argue that flats can eliminate the role of humans as social creatures. Flats are also considered to be incompatible with the culture of Indonesians who like to hang out with their neighbors and work hand in hand in protecting the environment in which they live. This final architectural design intends to examine and at the same time design flats located in Tanah Abang that are in accordance with the functions and government regulations. Keywords: Flats, Final Architectural Design, Tanah Abang, Low Cost Housing Populasi manusia semakin hari semakin bertambah begitupula dengan kebutuhan manusia yang juga ikut melonjak sesuai dengan pertumbuhan penduduk di Indonesia. Rumah merupakan salah satu kebutuhan dasar (basic needs) manusia selain pangan dan sandang, maka pemenuhan kebutuhan akan rumah menjadi prioritas yang tidak dapat ditangguhkan. Di sisi lain, masyarakat mempunyai kemampuan terbatas untuk mencukupi biaya pengadaan perumahan, karena tidak mampu mendapatkan lahan yang legal di pusat kota, maka masyarakat berpenghasilan rendah menduduki tanah-tanah secara illegal di sepanjang jalur kereta api, kuburan, tebing tinggi, pinggiran sungai dan lahan-lahan terlantar lainnya. Tindakan tersebut mengakibatkan timbulnya permukiman liar (squatter) yaitu lahan yang tidak ditetapkan untuk hunian atau penempatan lahan yang bukan miliknya (Budihardjo, 1997 : 12). Berbagai macam upaya dilakukan pemerintah untuk menangani masalah kurangnya lahan sebagai tempat tinggal bagi penduduk. Salah satunya adalah dengan pembangunan low cost housing. Low cost housing adalah rumah yang terjangkau bagi rakyat miskin atau berpenghasilan rendah baik individu maupun keluarga (Bernard Lefebvre, 2004). Membuat desain Rumah Susun yang berlokasi di Tanah Abang yang sesuai dengan fungsi dan juga peraturan pemerintah. Secara umum orang berpendapat bahwa rumah susun dapat menghilangkan peran manusia sebagai makhluk sosial. Rumah susun juga dinilai tidak cocok dengan kebudayaan orang Indonesia yang senang berkumpul bersama para tetangga dan saling bahu membahu dalam menjaga lingkungan tempat mereka tinggal. Perancangan Arsitektur Akhir ini bermaksud untuk mengkaji sekaligus merancang rumah susun yang berada di lokasi Tanah Abang yang sesuai dengan fungsi dan juga peraturan pemerintah.
