Abstract

West Jakarta is a city category with urban characteristics and a modern transportation system. In this regard, the West Jakarta Region has a fairly high commuter pattern with a large population. The constraints faced in transportation in West Jakarta City are the low level of road services during rush hour and the lack of alternative roads from residential neighborhoods to the main road or collectors. One of them happened at an unsignalized intersection on Jalan Rawa Belong - Jalan Kyai Haji Syahdan. This intersection became a crowded intersection during rush hour and became one of the points of congestion in the West Jakarta Region. By looking at the problems that occur both on roads and unsignalized intersections on Jalan Rawa Belong - Jalan Kyai Haji Syahdan, the writer tries to identify the arm at the intersection and analyze the performance on the segment and its intersection. In analyzing this study using the method of the Indonesian Road Capacity Manual (MKJI) in 1997 which will determine segment performance such as flow, capacity, speed and degree of saturation and intersection performance such as volume, capacity, delay and chance of queuing. Data collection is obtained by conducting a survey of the road to the intersection and to the unsignalized intersection of Jalan Rawa Belong - Jalan Kyai Haji Syah and during peak hours on weekdays and holidays. From the results of analysis and processing of data, the performance of sections on the Jalan Rawa Belong section in Kebayoran Lama obtained the highest degree of Saturation (DS), on Friday afternoon 0.72 (C), on the Jalan Rawa Belong segment in Kemanggisan the highest DS value was found on the day Monday morning 0.6 (B), and at the intersection the highest DS value is obtained on Friday morning 1,366 with the opportunity to queue 77% -163%. Through calculation with alternative solutions, on Friday afternoon conditions were found to increase DS on the Jalan Rawa Belong section in the direction of Kebayoran Lama by 0.83 (C) approaching unstable due to the prohibition of turning right while DS decreased at the intersection of 0.8 ( C) with the chance of queuing 25% -51%. Keywords: Degree of Saturation, Opportunity of Queues, Non-Signalized Intersection, and Delay Jakarta Barat termasuk kategori kota dengan karakteristik perkotaan dan sistem transportasi modern. Sehubungan dengan hal tersebut, Wilayah Jakarta Barat memiliki pola komuter yang cukup tinggi dengan banyaknya jumlah populasi penduduknya. Kendala yang dihadapi pada transportasi di Kota Jakarta Barat adalah rendahnya tingkat pelayanan jalan pada jam sibuk dan kurangnya jalan alternatif dari lingkungan perumahan menuju jalan utama atau kolektor. Salah satunya terjadi pada simpang tak bersinyal Jalan Rawa Belong - Jalan Kyai Haji Syahdan. Persimpangan ini menjadi persimpangan yang padat pada saat jam-jam sibuk dan menjadi salah satu titik kemacetan di Wilayah Jakarta Barat. Dengan melihat permasalahan yang terjadi baik di ruas jalan dan simpang tak bersinyal pada Jalan Rawa Belong - Jalan Kyai Haji Syahdan, maka penulis mencoba mengidentifikasi lengan pada persimpangan tersebut dan menganalisis kinerja pada ruas dan simpangnya. Dalam menganalisis studi ini menggunakan metode Manual Kapasitas Jalan Indonesia (MKJI) tahun 1997 yang akan menentukan kinerja ruas seperti arus, kapasitas, kecepatan dan derajat kejenuhan dan kinerja simpang seperti volume, kapasitas, tundaan dan peluang antrian. Pengumpulan data didapat dengan melakukan survey terhadap ruas jalan yang menuju simpang dan terhadap simpang tak bersinyal Jalan Rawa Belong - Jalan Kyai Haji Syahdan pada jam sibuk di hari kerja dan hari libur. Dari hasil analisis dan pengolahan data, kinerja ruas pada ruas Jalan Rawa Belong arah Kebayoran Lama didapatkan nilai Derajat Kejenuhan (DS) tertinggi adalah pada hari Jumat sore 0,72 (C), pada ruas Jalan Rawa Belong arah Kemanggisan didapatkan nilai DS tertinggi pada hari Senin pagi hari 0,6 (B), dan pada simpang didapatkan nilai DS tertinggi pada hari Jumat pagi 1,366 dengan peluang antrian 77%-163%. Melalui perhitungan dengan alternatif solusi, pada kondisi di Jumat sore didapatkan kenaikan DS pada ruas Jalan Rawa Belong arah Kebayoran Lama sebesar 0,83 (C) mendekati tidak stabil diakibatkan oleh karena adanya aturan pelarangan belok kanan sedangkan terjadi penurunan DS pada simpang 0,8 (C) dengan peluang antrian 25%-51%.
