Abstract
The study was conducted on the Tomang Raya Road Section which has a fairly high level of congestion. This study aims to determine the performance of the Tomang Raya road and transitional roads based on capacity, degree of saturation, travel time and level of road services, in addition to being able to evaluate and provide suggestions or solutions. The study was conducted using the 1997 Indonesian Road Capacity Manual (MKJI) method and the survey method. Research data obtained through direct data collection to the field conducted according to a schedule that represents the time at a predetermined location. The data obtained in the survey are primary and secondary data as a reference for analysis. The results of the analysis of the performance of the Tomang Raya road section after the enactment of the Ganjil/genap system obtained the highest degree of saturation (DS) value in the afternoon with a value of 0.96 service level (LOS) = E indicating the condition of the traffic volume approaching or being at its capacity, while in the morning day the value of DS = 0.52 with the level of service (LOS) C, showing traffic in a stable zone, but the driver is limited in choosing speed. Results Analysis of the responses of road users who pass through the Tomang Raya road after the even odd regulation resulted in the conclusion that 57% of respondents stated the even odd number limitation was an effective step to be implemented on the Tomang Raya road section. the transitional road segment will experience a decrease in vehicle volume when odd-even restrictions are not made, on the contrary it will experience an increase in volume when odd-even restrictions are imposed on the main road, the transitional road segment decreases in vehicle volume which is quite high at 34% -40%, however the main road section actually experienced an increase in volume by an average of 5%. Keywords: Roads, MKJI 199, Ganjil/Genap Rules Penelitian dilakukan pada Ruas Jalan Tomang Raya yang memiliki tingkat kemacetan yang cukup tinggi. Penelitian ini bertujuan untuk mengetahui kinerja ruas jalan Tomang Raya dan ruas jalan peralihan berdasarkan kapasitas, derajat kejenuhan, waktu tempuh dan tingkat pelayanan jalan, selain itu untuk dapat mengevaluasi dan memberikan saran atau solusi. Penelitian dilakukan dengan menggunakan metode Manual Kapasitas Jalan Indonesia (MKJI) 1997 dan metode survei. Data penelitian di peroleh melalui pengambilan data langsung ke lapangan yang dilakukan sesuai jadwal yang mewakili waktu di lokasi yang sudah ditentukan. Data yang diperoleh dalam survei adalah data primer dan sekunder sebagai acuan analisis. Hasil analisis kinerja ruas jalan Tomang Raya setelah diberlakukannya sistem ganjil/genap diperoleh nilai derajat kejenuhan (DS) tertinggi pada sore hari dengan nilai 0,96 tingkat pelayanan (LOS) = E menunjukkan kondisi volume lalu lintas mendekati atau berada pada kapasitasnya, sedangkan pada pagi hari nilai DS = 0,52 dengan tingkat pelayanan (LOS) C, menunjukkan lalu lintas dalam zona stabil, namun pengemudi dibatasi dalam memilih kecepatan. Hasil Analisa terhadap tanggapan pengguna jalan yang melewati ruas jalan tomang raya setelah adanya peraturan ganjil genap menghasilkan kesimpulan bahwa 57% responden menyatakan pembatasan ganjil genap adalah langkah efektif untuk diterapkan di ruas jalan Tomang Raya. ruas jalan peralihan akan mengalami penurunan volume kendaraan saat tidak dilakukan pembatasan ganjil-genap, sebaliknya akan mengalami peningkatan volume saat pembatasan ganjil-genap diberlakukan di ruas jalan utama, ruas jalan peralihan mengalami penurunan volume kendaraan yang cukup tinggi yaitu 34%-40%, namun ruas jalan utama justru mengalami peningkatan volume dengan rata-rata 5%.
