Abstract

For the smooth running of a project, it requires management who will manage the project from start to finish, namely project management. The project management field grows and develops due to the need in the modern industrial world to coordinate and control an increasingly complex range of activities. In the bulk water pipe supply project in Tangerang City, there is a delay of -52.78% which should have reached 100%. In the contract agreement the progress of the work should only be 4 weeks. The occurrence of project delays is clearly seen in the results of the progress of the first week, which should have reached 21.0%, only 12.87%, the causes of delays were due to weather factors and limited labor. The completion of the progress of the work is 9 weeks and even that does not reach 100% weight, only 74.51%, due to some changes in the field without revision of the RAB. The purpose of this study is to analyze the factors that cause delays in the implementation of the Tangerang City bulk water pipeline project work, as well as how to find out the delays caused by the factors causing the project delays. Analysis of the factors that cause delays is important so that service providers and related parties can take appropriate steps and solutions to overcome the problem of delays in carrying out work that often recur and result in increased project costs. For the analysis of the causes of delay the authors used a questionnaire method with the help of the SPSS program. Based on the results of the ranking analysis test, it is known that the dominant cause of the delay in the bulk water supply project in Tangerang City. The indicator that has the highest score is in the category of Control or Supervision Factors on indicator X9.2 Lack of trained personnel and management to support construction implementation, with a total score of 155 and an average value of 4.72, this concludes that based on descriptive statistical analysis, the most dominant factor which causes delays in the Bulk Water Pipe Supply Project in Tangerang City is the control factor or supervision Keywords: Analysis, project management, infrastructure projects, delays, questionnaire, SPSS Pada proyek penyediaan pipa air curah Kota Tangerang terdapat keterlambatan sebesar -52,78% yang seharusnya sudah mencapai 100%, di perjanjian kontrak progress pekerjaan harusnya hanya 4 minggu. Terjadinya keterlambatan proyek sudah jelas terlihat pada hasil progress minggu pertama, yang harusnya mencapai 21,0% hanya mencapai 12,87%, penyebab terjadinya keterlambatan dikarenakan factor cuaca dan tenaga kerja terbatas. Penyelesaian progress pekerjaan menjadi 9 minggu dan itu pun tidak mencapai bobot 100%, hanya mencapai 74,51%, dikarenakan ada beberapa perubahan pada lapangan tanpa revisi RAB. Tujuan dari penelitian ini adalah untuk menganalisis mengenai faktor-faktor penyebab keterlambatan pelaksanaan pekerjaan proyek penyediaan pipa air curah Kota Tangerang, serta cara untuk mengetahui keterlambatan yang disebabkan oleh faktor-faktor yang menjadi penyebab keterlambatan proyek tersebut. Analisis terhadap faktor-faktor penyebab keterlambatan ini penting supaya penyedia jasa dan pihak-pihak yang terkait dapat mengambil langkah dan solusi yang tepat untuk mengatasi problem keterlambatan pelaksanaan pekerjaan yang sering berulang dan berakibat pada peningkatan biaya proyek. Untuk analisis penyebab keterlambatan penulis menggunakan metode kuisioner dengan bantuan program SPSS. Berdasarkan hasil uji analisis rangking diketahui penyebab dominan factor keterlambatan pada proyek penyediaan air curah Kota Tangerang. Indikator yang memiliki skor tertinggi yaitu pada kategori Faktor Kontrol atau Pengawasan pada indikator X9.2 Kekurangan tenaga dan manajemen terlatih untuk mendukung pelaksanaan konstruksi, dengan skor total 155 dan nilai rata-rata 4.72, hal ini menyimpulkan bahwa berdasarkan analisis statistik deskriptif, faktor paling dominan yang menyebabkan keterlambatan Proyek Penyediaan Pipa Air Curah Kota Tangerang adalah Faktor kontrol atau Pengawasan.
