Abstract

Economic change is the goal of development that each country wants to achieve because economic growth is an indication of the success of the development of one country's economy. And Poverty is a multidimensional problem so that it can be viewed from various perspectives. This study aims to analyze the influence of fiscal decentralization, the human development index on the economy and the number of poor people in 33 provinces in Indonesia during the period of 2013 - 2017. This research is a quantitative study using data time series (2013-2017). The type of data used in this study is secondary data obtained from the Central Bureau of Statistics and the Directorate General of Fiscal Balance. Data collected was analyzed using the SmartPLS Version 3.0 program. The results of this study show the fact of four variables that have been supported, partially Fiscal Decentralization (DF) is not opposed to economic growth (PE) but is related to the Number of Poor Population (JPM) in the Human Development Index (HDI) that opposes economic growth (PE) and the number of poor people (JPM), besides that economic growth (PE) did not increase against the number of poor people (JPM) in 33 provinces in Indonesia between 2013 - 2017. Pertumbuhann ekonomii merupakann tujuan pembangunannyang inginndicapai olehhsetiap negara karena pertumbuhann ekonomii merupakan indikasi keberhasilannperkembangan ekonomiisuatu negara. Dan Kemiskinan merupakan masalah yang bersifat multidimensi sehingga dapat ditinjau dari berbagai sudut pandang. Penelitian ini bertujuan untuk menganalisis Pemgaruh Desentralisasi Fiskal, Indeks Pembangunan Manusia Terhadap Pertumbuhan Ekonomi dan Jumlah Penduduk Miskin yang ada di 33 provinsi Indonesia selama periode tahun 2013 – 2017. Penelitian ini merupakan penelitian kuantitatif dengan menggunakan data time series (tahun 2013-2017). Jenis data yang digunakan dalam penelitian ini adalah data sekunder yang diperoleh dari Badan Pusat Statistik dan Direktorat Jendral Perimbangan Keuangan. Data yang dikumpulkan dianalisis dengan menggunakan program SmartPLS Versi 3.0. Hasil penelitian ini menunjukan bahwa dari empat variabel yang telah diuji, secara parsial Desentralisasi Fiskal (DF) tidak berpengaruh terhadap pertumbuhan ekonomi (PE) tetapi berpengaruh terhadap Jumlah Penduduk Miskin (JPM) sedangkan Indeks Pembangunan Manusia (IPM) berpengaruh terhadap pertumbuhan ekonomi (PE) dan jumlah penduduk miskin (JPM), selain itu pertumbuhan ekonomi (PE) tidak berpengaruh terhadap jumlah penduduk miskin (JPM) di 33 provinsi di Indonesia antara tahun 2013 – 2017. Kata kunci : desentralisasi fiskal, indeks pembangunan manusia, pertumbuhan ekonomi, jumlah penduduk miskin.
