Abstract
The steel industry is a supporting strategic industry for many industrial, because of the national construction is continuous. The steel industry has to improve the quality to follow the competition. One of the factors to support stability of production process is procurement. The lateness of procurement process can resist production process. To anticipate that, we analyze waste time on the procurement process for get the solution to anticipate the lateness of procurement process.using Value Stream Mapping method. This research begins by making current state mapping of the actual procurement process, and then analyse the activity categories that including value added activity and non value added activity. The result show the total time value added activity is 7488 minutes and total time non value added activity is 12240 minutes. An improvement was made in terms of the negotiation process, document review, and waiting for an offer, so we get the total of value added activity is 7488 minutes and the total of non value added activity is 2160 minutes, so the procurement process initially 41 days became 21 days. In terms of supplier performance this research use the TOPSIS method, data is taken the results of questionnaires from material procurement division and vendor managemet with the criteria of price, quality, delivery time, suitability of the goods and Supplier Professionalism. From the results of the questionnaire given a normalized matrix, From the matrix, the distance is sought by alternative positive solutions and negative solutions, so we get a preference value for each alternative, and PT. Siemens obtained as a supplier with the closest relative proximity with a value of 0,6469 Keywords: procurement, value stream mapping, performance supplier, TOPSIS Industri baja adalah industri strategis sebagai penunjang bagi banyak industri, karena pembangunan nasional terus meningkat. Perusahaan baja harus meningkatkan kualitas agar dapat bersaing. Salah satu faktor yang mendorong kelancaran proses produksi adalah procurement. Keterlambatan pada proses procurement dapat menghambat proses produksi. Untuk mengantisipasi hal tersebut maka dilakukan analisa waste time pada proses procurement untuk mendapatkan cara mencegah keterlambatan proses procurement dengan menggunakan metode value stream mapping. Penelitian ini dimulai dengan membuat current state mapping dari aktual proses procurement yang ada, dari data tersebut dilakukan analisa kategori aktivitas yang termasuk value added activity maupun non value added activity. Maka didapatkan total waktu value added activity 7488 menit dan total waktu non value added activity 12240 menit. Dari hasil tersebut, maka dilakukan improvement dalam hal proses negosiasi, review dokumen, dan menunggu penawaran, sehingga didapatkan total waktu value added activity 7488 menit dan total waktu non value added activity 2160 menit. Sehingga proses procurement yang awalnya 41 hari menjadi 21 hari. Dari sisi performance supplier digunakan metode TOPSIS, data diambil dari hasil kuisioner dari divisi material procurement dan dinas vendor management dengan kriteria harga, kualitas, ketetapan waktu pengiriman, kesesuaian barang dan profesionalisme supplier. Dari hasil kuisioner dibuatkan matrik ternomalisasi. Dari matriks tersebut dicari jarak dengan alternatif solusi postif dan solusi negatif sehingga didapatkan nilai preferensi setiap alternatif, dan didapatkan PT.Siemen sebagai supplier dengan relative kedekatan terdekat dengan nilai 0,6469.
