Abstract

Most high-rise building projects undergo changes after the construction work contract is agreed by the owner and contractor. Changes can come from owners, planning consultants, contractors or third parties. From the results of respondents' responses regarding the factors that cause change orders that have an impact on cost and time performance on high-rise building projects using RII and PLS-SEM analysis, of the 34 factors analyzed : 3 influencing external factors, namely the occurrence of natural disasters, earthquakes, and or floods; the occurrence of force majeure at the site; changes due to the economic crisis; 1 influential internal factor, namely poor project planning and scheduling by the contractor. The impact of a change order is a change in the cost budget and execution time. Take precautions and improvements to reduce the occurrence of change orders; Experienced human resources both administration, engineer and project manager; locking the design at the design stage before conducting a construction tender; a careful survey of site conditions and the surrounding environment; and the use of BIM for scheduling and estimation. The percentage of the addition of the dominant time in this study is 10-30% of the planning time contract. Meanwhile, the percentage of additional dominant costs is <10% of the contract value. Keywords: change order · RII · SEM-PLS · Time and cost performance, high-rise building Setiap proyek gedung bertingkat tinggi sebagian besar mengalami perubahan setelah kontrak pekerjaan konstruksi disepakati oleh pihak owner dan kontraktor. Perubahan bisa bersumber dari pemilik, konsultan perencana, kontraktor maupun pihak ke 3. Dari hasil tanggapan responden mengenai faktor penyebab change order yang berdampak terhadap kinerja biaya dan waktu pada peroyek bangunan bertingkat tinggi menggunakan Analisa RII dan PLS-SEM, dari 34 faktor yang dianalisa menghasilkan: 3 faktor eksternal yang berpengaruh yaitu terjadinya bencana alam, gempa, dan atau banjir; terjadinya force majeure pada site; perubahan karena krisis ekonomi; 1 faktor internal yang berpengaruh yaitu perencanaan dan penjadwalan proyek yang buruk oleh kontraktor. Dampak change order adalah perubahan anggaran biaya dan waktu pelaksanaan. Melakukan pencegahan dan perbaikan untuk mengurangi terjadinya change order; Sumber daya manusia yang berpengalaman baik administrasi, enjiner dan project manager; penguncian desain pada tahap rancangan sebelum melakukan tender konstruksi; survey kondisi site secara teliti dan lingkungan sekitar; dan penggunaan BIM untuk penjadwalan dan estimasi. Besarnya persentase penambahan waktu dominan dalam penelitian ini adalah 10-30% dari kontrak waktu perencanaan. Sedangkan persentase penambahan biaya dominan < 10% dari nilai kontrak.
