Abstract
Civil Servants (PNS), particular Regional Civil Servants (PNSD) is an interesting object to study because of poor performance is likely. Bad performance PNS/PNSD were allegedly caused by poor discipline and small salary/compensation earned by PNS/PNSD. Referring to the allegations, the central government/local government made a number of policies to improve the discipline and improve the salaries and allowances of civil servants/PNSD in the hope it will increase the performance of civil servants/PNSD especially improved performance in the public service. This thesis aims to know the factors that influence employee performance. As these factors are discipline and compensation . The object of this study is the Civil Service at the Finance and Asset Management Agency Region (DPKAD) local goverment of Ternate. The research samples were all employees DPKAD Ternate using census tehniques, as many as 105 respondents, which is processed using the Statistical Package for the Social Science (SPSS). Based on these fenonema, multiple linear regression analysis was used to analyze the data. The results showed that the Discipline and Compensation in partial and simultaneous effect on Civil Servants performance. The correlation between the disciplines to performance (0.362), while compensation to performance (0.374) showed a weak correlation. Discipline and compensation variables that affect the performance variables was 22.1%, while 77.9% is determined by other factors not examined in this study. Pegawai Negeri Sipil (PNS) khususnya Pegawai Negeri Sipil Daerah (PNSD) merupakan obyek yang menarik untuk diteliti dikarenakan kinerjanya yang cenderung buruk. Kinerja PNS/PNSD yang buruk tersebut diduga disebabkan oleh faktor buruknya kedisiplinan dan kecilnya kompensasi yang diperoleh PNS/PNSD. Mengacu pada dugaan tersebut, maka pemerintah pusat/pemerintah daerah membuat sejumlah kebijakan untuk meningkatkan kedisiplinan dan meningkatkan gaji maupun tunjangan PNS/PNSD dengan harapan akan terjadi peningkatan kinerja PNS/PNSD terutama peningkatan kinerja di bidang pelayanan publik. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang berpengaruh terhadap kinerja pegawai. Adapun faktor-faktor tersebut yaitu disiplin dan kompensasi. Obyek penelitian ini adalah Pegawai Negeri Sipil pada Dinas Pengelolaan Keuangan dan Aset Daerah (DPKAD) Kota Ternate. Sampel penelitian adalah seluruh pegawai DPKAD Kota Ternate, yaitu sebanyak 105 respoden, yang diolah menggunakan Statistical Package for the Social Science (SPSS). Berdasarkan fenonema tersebut, digunakan analisis regresi linier berganda untuk menganalisis data. Hasil penelitian menunjukkan bahwa Disiplin dan Kompensasi secara parsial dan simultan berpengaruh terhadap kinerja pegawai. Korelasi antara disiplin terhadap kinerja (0.362), sedangkan kompensasi terhadap kinerja (0,374) menunjukkan korelasi yang lemah. Variabel disiplin dan kompensasi yang mempengaruhi variabel kinerja sebesar 22,1%, sedangkan 77,9% ditentukan oleh faktor-faktor lain yang tidak diteliti dalam penelitian ini. Kata Kunci: Disiplin Kerja; Kompensasi Pegawai; Kinerja Pegawai Negeri Sipil.
