Abstract

This study aims to evaluate the efficiency of the Box Girder logistics distribution system on the Harbour Road II Elevated Toll Road Project, Pluit–East Ancol, identify the dominant factors causing distribution inefficiency, and analyze the effect of alternative distribution simulations on improving logistics system efficiency. The research employed a quantitative descriptive method with a case study approach. Data were collected through field observations, project documentation, interviews, and questionnaires distributed to personnel involved in the Box Girder distribution and erection processes. The distribution performance was evaluated using the indicators of Lead Time, Waiting Time, Idle Time, On Time Delivery (OTD), and Synchronization Gap. The results indicate that the existing logistics distribution system has not yet operated efficiently. In Span 149N–150N, the Lead Time was 6 hours 27 minutes, Waiting Time was 8 hours 6 minutes, OTD was 0%, and the Synchronization Gap was 7 hours 6 minutes. In Span 150N–151N, the Lead Time was 5 hours 53 minutes, Waiting Time was 6 hours 16 minutes, OTD was 80%, and the Synchronization Gap was 5 hours 44 minutes. The questionnaire analysis and operational evaluation identified Waiting Time as the dominant factor affecting distribution inefficiency, as it increased trailer idle time and created poor synchronization between delivery schedules and erection activities. To improve distribution performance, three alternative distribution scenarios were simulated. The simulation results show that Alternative 3 is the most effective scenario, as it significantly reduced Lead Time, Waiting Time, and Synchronization Gap while improving delivery punctuality. Under this alternative, the OTD value reached 100% in both observed spans. Therefore, better synchronization among loading operations, trailer dispatch schedules, and erection activities can substantially improve the efficiency of the Box Girder logistics distribution system and support smoother construction operations on urban elevated toll road projects. Penelitian ini bertujuan untuk mengevaluasi tingkat efisiensi sistem distribusi logistik Box Girder pada Proyek Jalan Tol Layang Harbour Road II Pluit–Ancol Timur, mengidentifikasi faktor dominan yang menyebabkan ketidakefisienan distribusi, serta menganalisis pengaruh simulasi distribusi alternatif terhadap peningkatan efisiensi sistem logistik. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui observasi lapangan, dokumentasi proyek, wawancara, serta penyebaran kuesioner kepada pihak yang terlibat dalam proses distribusi dan erection Box Girder. Analisis kinerja distribusi dilakukan menggunakan indikator Lead Time, Waiting Time, Idle Time, On Time Delivery (OTD), dan Synchronization Gap. Hasil penelitian menunjukkan bahwa sistem distribusi logistik pada kondisi eksisting belum berjalan secara efisien. Pada span 149N–150N diperoleh Lead Time sebesar 6 jam 27 menit, Waiting Time 8 jam 06 menit, OTD 0%, dan Synchronization Gap 7 jam 06 menit. Sementara pada span 150N–151N diperoleh Lead Time sebesar 5 jam 53 menit, Waiting Time 6 jam 16 menit, OTD 80%, dan Synchronization Gap 5 jam 44 menit. Berdasarkan hasil kuesioner dan analisis operasional, faktor dominan yang menyebabkan ketidakefisienan distribusi adalah tingginya Waiting Time yang berdampak pada idle time armada dan ketidaksinkronan antara jadwal pengiriman dengan proses erection. Untuk meningkatkan kinerja distribusi, dilakukan simulasi tiga alternatif distribusi. Hasil simulasi menunjukkan bahwa Alternatif 3 merupakan skenario terbaik karena mampu menurunkan Lead Time, Waiting Time, dan Synchronization Gap secara signifikan serta meningkatkan ketepatan waktu pengiriman material. Pada alternatif ini, nilai OTD mencapai 100% pada kedua span yang diteliti. Dengan demikian, penerapan sinkronisasi yang lebih baik antara proses loading, transportasi, dan erection Box Girder dapat meningkatkan efisiensi sistem distribusi logistik serta mendukung kelancaran pelaksanaan proyek jalan tol layang di kawasan perkotaan.
