Abstract
This study aims to analyze Occupational Health and Safety (OHS) risks in structural works of the Janto Dua Building Construction Project in South Jakarta using the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method. The study was conducted because potential hazards and occupational accidents were still identified during project implementation, as well as inconsistencies in the implementation of OHS procedures, particularly in the use of Personal Protective Equipment (PPE). This research employed a quantitative approach, with data collected through field observations, interviews, literature studies, and questionnaires distributed to 30 respondents involved in the project. Hazard identification focused on formwork, column, and concrete casting activities. The risk variables obtained from literature studies and field conditions were first validated by experts, followed by an assessment of risk likelihood and impact using the Severity Index method. Subsequently, the probability and impact values were mapped using a Probability Impact Matrix (PIM) to determine the risk levels. The results identified 21 potential hazard variables in the structural works under review. Based on the risk assessment, six potential hazards were classified as High risk, namely slipping due to slippery work surfaces, being struck by a hammer, tripping over cables or work equipment, slipping due to wet concrete spills, exposure to concrete splashes, and overcrowded work areas that may cause collisions between workers. High-risk treatment was carried out based on the hierarchy of controls through engineering controls, administrative controls, and the use of PPE. The proposed controls included organizing and cleaning work areas, securing cables and equipment, installing signs and barriers, regulating access routes and the number of workers, implementing Standard Operating Procedures (SOP) and pre-work briefings, and using appropriate PPE. Expert validation indicated that the proposed risk controls were acceptable and feasible to implement as an effort to improve OHS practices and reduce the potential for occupational accidents in construction projects. Keywords: OHS, HIRARC, Building Construction, Work Safety, Risk Control Penelitian ini bertujuan untuk menganalisis risiko Keselamatan dan Kesehatan Kerja (K3) pada pekerjaan struktur Proyek Pembangunan Gedung Janto Dua di Jakarta Selatan menggunakan metode Hazard Identification, Risk Assessment, and Risk Control (HIRARC). Penelitian dilakukan karena masih ditemukan potensi bahaya dan kejadian kecelakaan kerja selama pelaksanaan proyek, serta adanya ketidaksesuaian dalam penerapan prosedur K3, khususnya penggunaan Alat Pelindung Diri (APD). Penelitian menggunakan pendekatan kuantitatif dengan pengumpulan data melalui observasi lapangan, wawancara, studi literatur, dan penyebaran kuesioner kepada 30 responden yang terlibat dalam proyek. Identifikasi bahaya difokuskan pada pekerjaan bekisting, kolom, dan pengecoran. Variabel risiko yang diperoleh dari studi literatur dan kondisi lapangan terlebih dahulu divalidasi oleh pakar, kemudian dilakukan penilaian terhadap tingkat kemungkinan dan dampak risiko menggunakan metode Severity Index. Selanjutnya, nilai probability dan impact dipetakan menggunakan Probability Impact Matrix (PIM) untuk menentukan tingkat risiko. Hasil penelitian menunjukkan terdapat 21 variabel potensi bahaya pada pekerjaan struktur yang ditinjau. Dari hasil penilaian, terdapat 6 potensi bahaya yang termasuk dalam kategori High, yaitu terpeleset akibat permukaan kerja licin, terpukul palu, tersandung kabel atau alat kerja, terpeleset akibat tumpahan beton basah, terkena percikan beton, serta area kerja terlalu padat sehingga berisiko terjadi tabrakan antarpekerja. Penanganan risiko High dilakukan berdasarkan prinsip hierarki pengendalian melalui pengendalian teknik, pengendalian administratif, dan penggunaan APD. Bentuk pengendalian meliputi penataan dan pembersihan area kerja, pengamanan kabel dan peralatan, pemasangan rambu dan pembatas, pengaturan jalur serta jumlah pekerja, penerapan SOP dan briefing sebelum pekerjaan, serta penggunaan APD yang sesuai. Hasil validasi pakar menunjukkan bahwa usulan pengendalian risiko dapat diterima dan layak diterapkan sebagai upaya meningkatkan penerapan K3 serta mengurangi potensi kecelakaan kerja pada proyek konstruksi.
