Abstract
Traffic congestion on Fatmawati Street, particularly during rush hour, has resulted in longer travel times, increased air pollution, and significant economic losses. To address these issues, this study evaluates the implementation of an Electronic Road Pricing (ERP) system as an effort to reduce traffic volume and promote public transportation use. This study uses a quantitative approach with a case study on Fatmawati Street, on the section between the Ketimun 1 and TB Simatupang intersections. Data were obtained through road user surveys, road volume and capacity measurements, and saturation analysis. The data analysis technique used was binary logit regression to examine the potential for transportation mode shifts and road user preferences regarding the implementation of ERP fares. Research findings indicate that the implementation of ERP on Jalan Fatmawati reduced traffic volume during peak hours by 15%, increased average vehicle speed by 12%, and significantly reduced the degree of saturation. Although a small percentage of road users were willing to pay ERP fares, the majority of the public expressed opposition to this policy. The implementation of ERP on Jalan Fatmawati has proven effective in reducing congestion and improving traffic performance on the studied road section. However, the success of this policy requires broader public support and improvements in the quality of public transportation. Therefore, a better communication strategy and the development of transportation infrastructure are needed to support the policy's success. Kemacetan lalu lintas yang terjadi di Jalan Fatmawati, terutama selama jam-jam sibuk, telah menyebabkan waktu tempuh yang lebih lama, peningkatan polusi udara, dan kerugian ekonomi yang signifikan. Untuk mengatasi masalah ini, penelitian ini mengevaluasi penerapan sistem Electronic Road Pricing (ERP) sebagai upaya untuk menekan volume kendaraan dan mempromosikan penggunaan transportasi umum. Penelitian ini menggunakan pendekatan kuantitatif dengan studi kasus di Jalan Fatmawati, pada ruas antara Simpang Jalan Ketimun 1 dan Simpang Jalan TB Simatupang. Data diperoleh melalui survei pengguna jalan, pengukuran volume dan kapasitas jalan, serta analisis derajat kejenuhan. Teknik analisis data yang digunakan adalah regresi logit biner untuk mengkaji potensi perpindahan moda transportasi dan preferensi pengguna jalan terhadap penerapan tarif ERP. Temuan penelitian menunjukkan bahwa penerapan ERP di Jalan Fatmawati mampu mengurangi volume lalu lintas pada jam-jam sibuk sebesar 15%, meningkatkan kecepatan rata-rata kendaraan hingga 12%, dan secara signifikan menurunkan derajat kejenuhan. Meskipun terdapat sebagian kecil pengguna jalan yang bersedia membayar tarif ERP, sebagian besar masyarakat menunjukkan penolakan terhadap kebijakan ini. Implementasi ERP di Jalan Fatmawati terbukti efektif dalam mengurangi kemacetan dan meningkatkan kinerja lalu lintas di ruas jalan yang diteliti. Namun, keberhasilan kebijakan ini memerlukan dukungan publik yang lebih luas dan peningkatan kualitas transportasi umum. Oleh karena itu, dibutuhkan strategi komunikasi yang lebih baik serta pengembangan infrastruktur transportasi untuk mendukung keberhasilan kebijakan ini.
