Abstract
Large-scale construction projects require effective Occupational Safety and Health Management System (SMK3) implementation to mitigate accident risks. On the Harbour Road 2 Toll Road project, the level of SMK3 effectiveness had not yet been empirically assessed, particularly regarding dominant influencing factors and implementation barriers. This study applied a descriptive quantitative approach using expert-validated questionnaires. Data were analyzed through validity, reliability, and descriptive tests using SPSS, and dominant factors were determined through the Relative Importance Index (RII). The results indicate that SMK3 implementation is categorized as good, with planning and managerial aspects identified as the most dominant factors. The main barriers arise from low worker compliance and limited supervision. The findings emphasize the need to strengthen safety culture and monitoring in large construction projects. Peningkatan risiko kecelakaan pada proyek konstruksi berskala besar menuntut penerapan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) yang efektif. Pada proyek Jalan Tol Harbour Road 2, efektivitas penerapan SMK3 belum terukur secara jelas, terutama terkait faktor dominan yang memengaruhi implementasinya serta hambatan yang muncul di lapangan. Penelitian ini menggunakan pendekatan kuantitatif deskriptif melalui kuesioner yang divalidasi pakar. Analisis dilakukan dengan uji validitas, reliabilitas, dan statistik deskriptif menggunakan SPSS, serta metode Indeks Kepentingan Relatif (IKR) untuk mengidentifikasi faktor dominan. Hasil penelitian menunjukkan penerapan SMK3 berada pada kategori baik. Faktor perencanaan dan manajemen menjadi faktor paling dominan, sementara hambatan utama berasal dari rendahnya kepatuhan pekerja terhadap prosedur keselamatan dan keterbatasan pengawasan. Temuan menegaskan pentingnya penguatan budaya keselamatan dan pengawasan dalam proyek konstruksi.
