Abstract
Construction projects located in densely populated areas have a high potential for occupational accidents, particularly in structural works that involve hazardous activities and may affect not only workers but also surrounding communities. A common problem in such projects is the lack of systematic hazard identification, risk assessment, and effective risk control implementation. This study aims to identify potential hazards and occupational accident risks, analyze risk levels, and develop risk mitigation strategies for structural works in the construction project of a district youth center in West Jakarta. The research method applied is Hazard Identification, Risk Assessment, and Risk Control (HIRARC), which is used to identify hazards, evaluate the likelihood and severity of risks, and classify risk levels into low, medium, and high categories. The results indicate that several structural work activities, including working at heights, the use of heavy equipment, and fabrication and installation processes, fall into the high-risk category. The application of the HIRARC method is proven to be effective in systematically identifying risks and formulating appropriate control measures. The study concludes that consistent implementation of the HIRARC method can improve occupational health and safety (OHS) performance, reduce the potential for workrelated accidents, and support the smooth execution of construction projects in densely populated environments. Pembangunan gedung bertingkat di Indonesia terus meningkat seiring dengan pertumbuhan ekonomi dan perkembangan infrastruktur perkotaan. Di sisi lain jumlah kecelakaan kerja masih terus meningkat sekitar 7% - 8%. Kondisi ini menuntut penerapan keselamatan dan kesehatan kerja (K3) yang optimal, khususnya pada proyek pembangunan gelanggang remaja kecamatan di wilayah Jakarta Barat yang berada di kawasan padat penduduk. yang memberikan dampak signifikan terhadap pekerja proyek maupun masyarakat sekitar. Penelitian ini bertujuan untuk mengkaji penerapan sistem manajemen K3 pada pekerjaan struktur menggunakan metode Hazard Identification, Risk Assessment, and Risk Control (HIRARC). Hasil penelitian menunjukkan bahwa teridentifikasi 25 variabel bahaya, dan dampak risiko terhadap pekerja konstruksi serta 13 variabel terhadap masyarakat sekitar proyek. Analisis tingkat risiko menunjukkan bahwa pada pekerja terdapat 8 variabel dengan kategori risiko tinggi dan 17 variabel dengan kategori risiko sedang, sedangkan pada masyarakat sekitar terdapat 3 variabel risiko tinggi, 7 variabel risiko sedang, dan 2 variabel risiko rendah. Variabel dengan tingkat risiko tinggi berpotensi menimbulkan kecelakaan serius sehingga memerlukan pengendalian segera. Dengan mitigasi nya ialah, adanya pengendalian di area kerja yang mempunyai potensi bahaya dan dampak risiko tinggi, Serta melakukan Mc 0 supaya masyarakat dapat mengerti terakit aktivitas proyek konstruksi dan dapat menjaga komunikasi yang selaras dengan masyarakat sekitar.
