Abstract
Owner representative decisions play a crucial role in the success of housing construction projects, especially in responding to the high demand for housing due to rapid population growth in strategic areas such as Bekasi City and West Java. This study aims to analyze how these decision factors affect project time performance, while identifying the most effective risk profiles and mitigation strategies. Using a quantitative approach, this study tests the risk measurement model through statistical analysis and formulates tactical steps using a SWOT analysis. The instrument testing results show a very high level of reliability. This is evidenced by the Average Variance Extracted (AVE) value which ranges from 0.759 to 0.945, and the internal consistency of Composite Reliability (ρA) which ranges from 0.894 to 0.933. These figures confirm that the model used is valid and reliable in mapping project dynamics. The findings in the risk profile analysis indicate three dominant factors with a moderate risk category that have a significant impact on schedule delays. The Place (Land) aspect occupies the highest risk position, followed by the Material and Labor aspects. The ineffectiveness of owner representatives in managing these three aspects is the main trigger for deviations in implementation times in the field. Keputusan representatif pemilik memegang peranan krusial dalam keberhasilan proyek konstruksi perumahan, terutama untuk merespons tingginya permintaan hunian akibat pertumbuhan penduduk yang pesat di wilayah strategis seperti Kota Bekasi dan Jawa Barat. Penelitian ini hadir untuk menganalisis bagaimana faktor keputusan tersebut memengaruhi kinerja waktu proyek, sekaligus mengidentifikasi profil risiko dan strategi penanganan yang paling efektif.Dengan menggunakan pendekatan kuantitatif, penelitian ini menguji model pengukuran risiko melalui analisis statistik serta merumuskan langkah taktis menggunakan analisis SWOT. Hasil pengujian instrumen menunjukkan tingkat keandalan yang sangat tinggi. Hal ini dibuktikan dengan nilai Average Variance Extracted (AVE) yang berada pada rentang 0,759 hingga 0,945, serta konsistensi internal Composite Reliability (ρA) yang berkisar antara 0,894 hingga 0,933. Angkaangka ini menegaskan bahwa model yang digunakan valid dan reliabel dalam memetakan dinamika proyek.Temuan dalam analisis profil risiko mengindikasikan adanya tiga faktor dominan dengan kategori risiko sedang yang berdampak signifikan terhadap keterlambatan jadwal. Aspek Tempat (Lahan) menempati posisi risiko tertinggi, yang kemudian diikuti oleh aspek Bahan/Material dan Tenaga Kerja. Ketidakefektifan representatif pemilik dalam mengelola ketiga aspek ini menjadi pemicu utama deviasi waktu pelaksanaan di lapangan.
