Abstract

Engineering, Procurement, and Construction (EPC) projects in the oil and gas sector are characterized by high complexity and significant safety risks. In practice, project implementation often encounters several challenges, such as suboptimal implementation of occupational health and safety (OHS), uneven workforce competencies, and ineffective communication among project stakeholders. These conditions may reduce organizational commitment and ultimately affect project performance. This study aims to analyze the influence of occupational health and safety (OHS) implementation, competence, and communication on EPC oil and gas project performance, with organizational commitment as a mediating variable. This research employs a quantitative approach by distributing questionnaires to 154 respondents who were directly involved in EPC oil and gas projects in Indonesia. Data analysis was conducted using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The results show that OHS implementation has a positive and significant effect on project performance with a coefficient value of 0.201 (t = 2.574; p = 0.010) and also significantly influences organizational commitment with a coefficient of 0.366 (t = 4.464; p = 0.000). Competence significantly affects project performance with a coefficient of 0.245 (t = 3.250; p = 0.001) and organizational commitment with a coefficient of 0.373 (t = 5.334; p = 0.000). Communication also has a significant effect on project performance with a coefficient of 0.116 (t = 2.150; p = 0.032) and on organizational commitment with a coefficient of 0.210 (t = 3.009; p = 0.003). Furthermore, organizational commitment significantly influences project performance with a coefficient of 0.447 (t = 4.538; p = 0.000) and partially mediates the relationship between the independent variables and project performance. These findings indicate that improving OHS implementation, strengthening workforce competence, and enhancing effective project communication can increase organizational commitment and ultimately improve EPC oil and gas project performance. Pelaksanaan proyek sering menghadapi berbagai permasalahan seperti kurang optimalnya penerapan keselamatan dan kesehatan kerja (K3), kompetensi tenaga kerja yang belum merata, serta komunikasi antar pemangku kepentingan yang belum efektif. Kondisi tersebut dapat berdampak pada penurunan komitmen organisasi dan kinerja proyek. Penelitian ini bertujuan untuk menganalisis pengaruh implementasi keselamatan dan kesehatan kerja (K3), kompetensi, dan komunikasi terhadap kinerja proyek EPC oil dan gas dengan komitmen organisasi sebagai variabel mediasi. Penelitian menggunakan pendekatan kuantitatif melalui penyebaran kuesioner kepada 154 responden yang terlibat langsung dalam proyek EPC oil dan gas di Indonesia. Teknik analisis data menggunakan Structural Equation Modeling-Partial Least Squares (SEM-PLS). Hasil penelitian menunjukkan bahwa implementasi K3 berpengaruh positif dan signifikan terhadap kinerja proyek dengan nilai koefisien 0,201 (t = 2,574; p = 0,010) serta berpengaruh signifikan terhadap komitmen organisasi dengan koefisien 0,366 (t = 4,464; p = 0,000). Kompetensi juga berpengaruh signifikan terhadap kinerja dengan koefisien 0,245 (t = 3,250; p = 0,001) dan terhadap komitmen dengan koefisien 0,373 (t = 5,334; p = 0,000). Komunikasi terbukti berpengaruh signifikan terhadap kinerja dengan koefisien 0,116 (t = 2,150; p = 0,032) serta terhadap komitmen dengan koefisien 0,210 (t = 3,009; p = 0,003). Selain itu, komitmen organisasi berpengaruh signifikan terhadap kinerja dengan koefisien 0,447 (t = 4,538; p = 0,000) serta memediasi secara parsial hubungan antara variabel independen dan kinerja proyek. Temuan ini menunjukkan bahwa peningkatan implementasi K3, penguatan kompetensi tenaga kerja, dan efektivitas komunikasi proyek dapat meningkatkan komitmen organisasi sehingga berdampak pada peningkatan kinerja proyek EPC oil dan gas.
