Abstract
Penerapan konsep Transit Oriented Development (TOD) merupakan salah satu pendekatan penting dalam mewujudkan sistem transportasi perkotaan yang berkelanjutan. Stasiun Duri sebagai salah satu simpul transit utama di wilayah Jakarta Barat memiliki peran strategis dalam mendukung mobilitas masyarakat, khususnya pengguna KRL Commuter Line rute Duri–Tangerang dan Duri– Bekasi/Cikarang. Namun demikian, kondisi eksisting kawasan transit Stasiun Duri menunjukkan bahwa penerapan prinsip-prinsip TOD belum sepenuhnya optimal. Metode penelitian yang digunakan adalah deskriptif kuantitatif. Pengumpulan data dilakukan melalui data primer dan data sekunder. Data primer diperoleh melalui observasi lapangan dan penyebaran kuesioner kepada pengguna KRL di kawasan Stasiun Duri, sedangkan data sekunder berupa data jaringan dan moda transportasi, data kependudukan, serta peta wilayah dan tata guna lahan. Instrumen penelitian diuji menggunakan uji validitas, reliabilitas dan normalitas. Analisis kepuasan pengguna dilakukan dengan metode Customer Satisfaction Index (CSI), analisis gap, dan Importance-Performance Index (IPA)sedangkan penilaian TOD dilakukan berdasarkan 8 prinsip TOD ITDP dalam radius 500meter dari stasiun. The growth of traffic volume in urban areas that is not accompanied by an increase in road capacity can reduce road performance, particularly at U-turn facilities. Uturns operating on roads with high traffic flow have the potential to create conflicts, delays, and vehicle queues, which negatively affect traffic flow and safety. In addition to traffic flow conditions, the geometric design of the U-turn itself can also become a problem that contributes to conflicts in the surrounding area. This study aims to analyze the performance of a U-turn on Boulevard Bintaro Jaya Road, specifically in the area in front of the BP Gas Station/Fresh Market Bintaro, based on traffic performance parameters. The research method employed is traffic performance analysis, referring to the Indonesian Highway Capacity Guidelines (PKJI) 2023. Primary data were obtained through traffic surveys conducted during morning, midday, and evening peak hours, including traffic volume, vehicle speed, and side friction. The collected data were then analyzed to determine free-flow speed, road capacity, degree of saturation, delay, queue length, and level of service (LOS). The analysis results indicate that during peak-hour conditions, the U-turn at the study location experiences increased delays and vehicle queue lengths due to high traffic volumes and conflicts with the main traffic stream. The obtained degree of saturation value of 0.26 indicates that the road operates under stable flow conditions, where side friction effects begin to be noticeable. However, from a geometric perspective, the U-turn requires further evaluation, as several criteria do not meet the standards specified in the U-Turn Planning Guidelines issued by Bina Marga (2005). Therefore, improvements are necessary to enhance the performance of the U-turn and to improve traffic flow conditions on Boulevard Bintaro Jaya Road.
