Abstract
Pekerjaan pelebaran lajur Jalan Tol Jakarta–Cikampek merupakan proyek infrastruktur strategis dengan tingkat kompleksitas tinggi karena dilaksanakan pada kondisi lalu lintas yang tetap beroperasi serta menuntut mutu pelaksanaan yang konsisten, khususnya pada pekerjaan perkerasan aspal. Dalam praktiknya, berbagai kendala masih ditemukan di lapangan, seperti belum optimalnya penerapan Sistem Manajemen Mutu, keterbatasan koordinasi antar pemangku kepentingan, pengendalian proses konstruksi yang belum konsisten, serta dokumentasi mutu yang belum terintegrasi secara sistematis. Kondisi tersebut berpotensi memengaruhi mutu hasil pekerjaan serta efektivitas pengambilan keputusan dalam pengelolaan proyek. Oleh karena itu, penelitian ini bertujuan untuk menganalisis tingkat penerapan Sistem Manajemen Mutu pada pekerjaan perkerasan aspal, mengidentifikasi faktor-faktor yang memengaruhi mutu pelaksanaan, serta mengembangkan model strategis peningkatan mutu sebagai dasar perbaikan kinerja proyek. Penelitian menggunakan pendekatan kuantitatif dengan metode survei melalui penyebaran kuesioner kepada responden yang terlibat langsung dalam proyek pelebaran lajur Jalan Tol Jakarta–Cikampek. Analisis data dilakukan menggunakan metode Importance Performance Analysis untuk mengidentifikasi kesenjangan antara tingkat kepentingan dan tingkat kinerja setiap variabel mutu, serta Structural Equation Modeling–Partial Least Square untuk menganalisis hubungan dan pengaruh antarvariabel dalam sistem manajemen mutu terhadap mutu pelaksanaan pekerjaan. Hasil penelitian menunjukkan bahwa beberapa variabel berada pada kuadran prioritas utama sehingga memerlukan peningkatan kinerja, khususnya pada aspek pengendalian mutu, ketersediaan sumber daya, koordinasi pekerjaan, serta dukungan manajerial. Selain itu, hasil analisis menunjukkan bahwa penerapan Sistem Manajemen Mutu dan dukungan manajemen berpengaruh signifikan terhadap mutu pelaksanaan pekerjaan perkerasan aspal. Penelitian ini menghasilkan model strategis peningkatan mutu yang dapat digunakan sebagai acuan dalam evaluasi, pengendalian, serta pengambilan keputusan pada proyek pelebaran jalan tol secara lebih efektif, terstruktur, dan berkelanjutan. The lane widening project of the Jakarta–Cikampek Toll Road is a strategic infrastructure development with a high level of complexity because construction activities are carried out under active traffic conditions while maintaining consistent construction quality, particularly in asphalt pavement works. In practice, several challenges are still encountered in the field, including suboptimal implementation of the Quality Management System, limited coordination among stakeholders, inconsistent construction process control, and inadequately integrated quality documentation. These conditions may affect the quality of construction outcomes and reduce the effectiveness of decision-making in project management. Therefore, this study aims to analyze the implementation level of the Quality Management System in asphalt pavement works, identify factors influencing construction quality, and develop a strategic improvement model to enhance project performance. This research adopts a quantitative approach using a survey method through questionnaires distributed to respondents directly involved in the toll road widening project. Data analysis was conducted using Importance Performance Analysis to identify the gap between the importance level and performance level of each quality indicator, and Structural Equation Modeling–Partial Least Square to examine the relationships and influences among variables within the quality management system affecting construction performance. The results indicate that several indicators fall into the main priority quadrant and therefore require performance improvement, particularly in quality control, resource availability, work coordination, and managerial support. Furthermore, the analysis reveals that the implementation of the Quality Management System and managerial support have a significant influence on the quality of asphalt pavement construction. This study produces a strategic quality improvement model that can be used as a reference for evaluation, control, and decision-making in toll road widening projects in a more effective, structured, and sustainable manner.
