Abstract

This study aims to identify potential hazards, assess the level of occupational accident risks, and formulate risk control measures in the Research and Technology Center Pertamina construction project in Jakarta using the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) approach. The variables examined include work hazards, likelihood of risk occurrence, severity of impact, and risk control measures. The study involved 31 respondents consisting of project workers selected through purposive sampling based on their direct involvement in field activities and a minimum of six months of work experience. Data were collected through field observations, interviews, expert validation, and questionnaires. The instrument was tested using validity and reliability analysis with SPSS software, while risk levels were analyzed using a risk matrix within the HIRARC framework. The results indicate several dominant hazards in structural work, including the risk of being struck by falling materials, slips and falls due to unstable working platforms, and injuries caused by work equipment. Some of these hazards fall into medium to highrisk categories, requiring further control measures. Recommended risk controls follow the hierarchy of controls, including engineering improvements, strengthening work procedures, enhancing supervision, and proper use of personal protective equipment. The study concludes that the systematic application of HIRARC, supported by expert validation and worker participation, provides a comprehensive overview of risk levels and serves as a basis for improving the implementation of Occupational Health and Safety Management Systems to minimize accident potential in construction projects. Penelitian ini bertujuan untuk mengidentifikasi potensi bahaya, menilai tingkat risiko kecelakaan kerja, serta merumuskan pengendalian risiko pada proyek pembangunan Research & Technology Center Pertamina, Jakarta, dengan pendekatan Hazard Identification, Risk Assessment, and Risk Control (HIRARC). Variabel yang diteliti meliputi potensi bahaya kerja (hazard), tingkat kemungkinan terjadinya risiko (likelihood), tingkat keparahan dampak (severity), serta tindakan pengendalian risiko (risk control). Penelitian menggunakan sampel sebanyak 31 responden yang merupakan pekerja proyek dan dipilih dengan teknik purposive sampling berdasarkan keterlibatan langsung di lapangan serta pengalaman kerja minimal enam bulan. Pengumpulan data dilakukan melalui observasi, wawancara, validasi pakar, serta penyebaran kuesioner, yang kemudian diuji menggunakan analisis validitas dan reliabilitas dengan bantuan perangkat lunak SPSS, sedangkan penilaian tingkat risiko dianalisis menggunakan matriks risiko dalam metode HIRARC. Hasil penelitian menunjukkan bahwa masih terdapat sejumlah potensi bahaya dominan pada pekerjaan struktur, seperti risiko tertimpa material, terpeleset atau terjatuh akibat kondisi pijakan kerja, serta cedera akibat penggunaan alat kerja, yang sebagian berada pada kategori risiko sedang hingga tinggi sehingga memerlukan pengendalian lebih lanjut. Pengendalian risiko yang direkomendasikan mengacu pada hierarki pengendalian, meliputi perbaikan teknis, penguatan prosedur kerja, peningkatan pengawasan, serta penggunaan alat pelindung diri. Kesimpulan penelitian ini menegaskan bahwa penerapan HIRARC secara sistematis, didukung validasi pakar dan partisipasi pekerja, mampu memberikan gambaran tingkat risiko secara komprehensif serta menjadi dasar perbaikan penerapan SMK3 guna meminimalkan potensi kecelakaan kerja pada proyek konstruksi.
