Abstract
Earthwork filling is a critical initial stage in construction projects, especially on contoured land, as it directly affects the achievement of design elevation and the success of subsequent construction activities. However, discrepancies between planned and actual fill volumes frequently occur in practice due to weak supervision and inadequate measurement systems. This study aims to analyze the differences between planned and actual elevations in earth filling works and to examine the implementation of monitoring and measuring concepts based on the PMBOK framework for controlling fill volume at the Grand Waru Residence Housing Project. The research employs a descriptive method using both qualitative and quantitative approaches. Data were collected through field observations, elevation measurements, dump truck trip (haulage) records, and project documentation review. The analysis was conducted by comparing planned and actual fill volumes and evaluating the existing supervision system based on PMBOK principles. The results indicate that the planned fill volume of 45,000 m³ was realized at only approximately 35,000 m³, resulting in a volume deficit of 10,000 m³. This shortage led to the failure to achieve the planned elevation, with an average elevation difference of approximately 0.5 meters. The main factors contributing to this discrepancy include weak haulage-based volume monitoring, inconsistencies in dump truck loading capacity, and the absence of standardized operating procedures for volume control. The study concludes that consistent application of PMBOK-based monitoring and measuring can significantly improve the effectiveness of earth fill volume control. Keywords: Project supervision, Earth filling, Monitoring and measuring, PMBOK, Land elevation Pekerjaan urugan tanah merupakan tahapan awal yang sangat penting dalam proyek konstruksi, khususnya pada lahan berkontur, karena berpengaruh langsung terhadap pencapaian elevasi rencana dan keberhasilan pekerjaan lanjutan. Namun, dalam praktiknya sering terjadi perbedaan antara volume urugan yang direncanakan dan volume aktual di lapangan akibat lemahnya sistem pengawasan dan pengukuran. Penelitian ini bertujuan untuk menganalisis perbedaan elevasi antara rencana dan realisasi pekerjaan urugan tanah serta mengkaji penerapan konsep monitoring and measuring berbasis PMBOK dalam pengendalian volume pekerjaan urugan pada Proyek Perumahan Grand Waru Residence. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif dan kuantitatif. Data diperoleh melalui observasi lapangan, pengukuran elevasi, pencatatan ritase dump truck, serta studi dokumentasi proyek. Analisis dilakukan dengan membandingkan volume rencana dan volume aktual, serta mengevaluasi sistem pengawasan yang diterapkan berdasarkan kerangka PMBOK. Hasil penelitian menunjukkan bahwa volume urugan rencana sebesar 45.000 m³ hanya terealisasi sekitar 35.000 m³, sehingga terjadi selisih volume sebesar 10.000 m³ yang berdampak pada ketidaktercapaian elevasi rencana dengan selisih rata-rata sekitar 0,5 meter. Faktor utama penyebab perbedaan tersebut meliputi lemahnya monitoring volume berbasis ritase, ketidaksesuaian muatan dump truck, dan belum optimalnya penerapan SOP pengawasan. Penelitian ini menyimpulkan bahwa penerapan monitoring and measuring berbasis PMBOK secara konsisten dapat meningkatkan efektivitas pengendalian volume urugan tanah.
