Abstract
Education is a fundamental foundation for the country's development. In developing countries like Timor-Leste, education plays an increasingly vital role in developing high-quality and competitive human resources. In this process, the mass media plays a crucial role as a conduit for information, a policy controller, and a shaper of public opinion on educational issues. An influential print media outlet in Timor-Leste is the Timor Post, which regularly covers various dynamics in the education sector, from government policies to the condition of schools in remote areas. In this process, the mass media plays a crucial role in disseminating information about education policies, good educational practices, issues on the ground, and discourse on education reform.In this study, the researcher used Stuart Hall's Encoding-Decoding theory to understand how audiences (communication science lecturers at UNTL) interpret educational news messages and how they interpret these messages through their positions: Hegemony, Dominance, Negotiation, and Opposition. The researcher used the hegemonic, negotiating, and oppositional positions in this study to understand the complexity of the process of interpreting educational news and the power dynamics that influence these interpretations. The findings of audience reception of education news in the Timor Post media from six lecturers of UNTL Communication Science show that the combination of different interpretations, ranging from the dominant hegemonic interpretation that Timor Post news is highly relevant and significant, and it can improve audience understanding of educational progress in Timor-Leste, and is highly appropriate to the current situation in the country. Based on the negotiation reading, the news of Timor Post in education is recognized as highly relevant to the conditions in Timor-Leste, but fails to address crucial realities such as the condition of schools in remote areas, teacher quality, and educational facilities. Based on the opposition reading, education news is based on a superficial interpretation without delving into the root of the problem. Several educational issues in the publication are in fact poorly presented and incomplete. Keywords: Audience Reception Analysis, Encoding-Deconding, Communication Science Lecturers, Quality of Education News Pendidikan merupakan fondasi utama dalam pembangunan suatu bangsa. Di negara berkembang seperti Timor-Leste, peran pendidikan menjadi semakin vital dalam membentuk sumber daya manusia yang berkualitas dan berdaya saing. Dalam proses ini, media massa memainkan peranan penting sebagai penyambung informasi, pengawas kebijakan, serta pembentuk opini publik terhadap isu-isu pendidikan. Salah satu media cetak yang cukup berpengaruh di Timor-Leste adalah Timor Post, yang secara rutin meliput berbagai dinamika di sektor pendidikan, mulai dari kebijakan pemerintah hingga kondisi sekolah di daerah terpencil. Dalam proses ini, media massa memainkan peran penting dalam menyebarluaskan informasi seputar kebijakan pendidikan, praktik pendidikan yang baik, permasalahan yang terjadi di lapangan, serta wacana reformasi pendidikan. Dalam penelitian ini peneliti menggunakan teori Encoding- decoding dari Stuart Hall untuk memahami bagaimana khalayak (dosen ilmu komunikasi UNTL) mengartikan pesan berita pendidikan dan bagaimana khalayak interpretasi pesan melalui posisi yaitu Hegemoni Dominan, Negosiasi, Oposisi. Peneliti mengunakan posisi hegemonia, posisi negosiasi dan posisi oposisi dalam penelitian ini untuk memahami komplesitas proses interpretasi berita pendidikan dan dinamika kuasa yang mempengaruhi interpretasi tersebut. Temuan resepsi khalayak pada berita pendidikan di media Timor Psot dari keenam dosen Ilmu Komunikasi UNTL menunjukkan kombinasi pemaknaan yang berbeda mulai dari Interpretasi pembacaan dominan hegemonia bahwa berita Timor Post sangat relevan dan signifikan, bisa meningkatkan pemahaman audiens terhadap kemajuan pendidikan di Timor-Leste, dan sangat sesuai dengan kondisi aktual Timor-Leste saat ini. Didasarkan pada pembacaan negosiasi bahwa Berita pendidikan Timor Post diakui sangat relevan dengan kondisi Timor-Leste, namun gagal mengangkat realitas krusial seperti kondisi sekolah di pelosok, kualitas guru, dan fasilitas pendidikan. Didasarkan pada interpretasi pembacaan Oposisi bahwa berita pendidikan dari sisi permukaan masalah tampa menggali akar permasalahan. Bebrapa isu mendidikan dalam publikasi tersebut faktanya tidak disajikan dengan baik dan tidak lengkap.
