Abstract
The rubber liner application project on industrial tanks experienced an average delay of 86 days due to factors such as weather conditions, labor shortages, and delays in material delivery. This study aims to analyze the time and cost efficiency of the rubber liner project by applying the Time Cost Trade Off (TCTO) method. This method is used to find the optimal combination between implementation duration and additional costs through project acceleration strategies, such as adding overtime hours. The data used include unit price analysis and work volume, with the analysis process including critical path collection, crashing analysis, and normal and accelerated cost calculations using Microsoft Project. The results show that the project duration under normal conditions is 319 working days with a total cost of Rp5,471,250,000. By adding overtime for 4 hours per day, the project duration can be shortened to 145 working days, or an acceleration of 174 days. The cost after acceleration decreased to Rp5,402,484,992, which means there is a cost reduction of Rp68,765,008 or approximately 1.25% of the normal cost. Crash simulations show that an acceleration of 4 hours of overtime per day is the optimal efficiency point, where the project can be completed faster without exceeding reasonable cost limits. Keywords: Time Cost Trade Off, Crashing, Rubber Lining, Project Acceleration, Time and Cost Management Proyek aplikasi rubber lining pada tangki industri rata-rata mengalami keterlambatan 86 hari akibat faktor-faktor seperti kondisi cuaca, kekurangan tenaga kerja, dan keterlambatan pengiriman material. Penelitian ini bertujuan untuk menganalisis efisiensi waktu dan biaya pada proyek rubber lining dengan menerapkan metode Time Cost Trade Off (TCTO). Metode ini digunakan untuk menemukan kombinasi optimal antara durasi pelaksanaan dan biaya tambahan melalui strategi percepatan proyek, seperti penambahan jam kerja lembur. Data yang digunakan meliputi analisis harga satuan, dan volume pekerjaan, dengan proses analisis yang mencakup identifikasi lintasan kritis, analisis crashing, serta perhitungan biaya normal dan percepatan menggunakan Microsoft Project. Hasil penelitian menunjukkan bahwa durasi proyek dalam kondisi normal adalah 319 hari kerja dengan total biaya sebesar Rp Rp5.471.250.000. Dengan penambahan lembur selama 4 jam per hari, durasi proyek dapat dipersingkat menjadi 145 hari kerja, atau terjadi percepatan sebesar 174 hari. Biaya setelah percepatan menurun menjadi Rp5.402.484.992, yang berarti terdapat penurunan biaya sebesar Rp68.765.008 atau sekitar 1,25% dari biaya normal. Simulasi crash menunjukkan bahwa percepatan 4 jam kerja lembur per hari merupakan titik efisiensi optimal, di mana proyek dapat selesai lebih cepat tanpa melampaui batas biaya yang wajar.
