Abstract
The implementation of the Occupational Safety and Health Management System (SMK3) is crucial in high-risk construction projects, such as excavation in the MRT Phase 2A CP-203 project in Jakarta. This study aims to evaluate the effectiveness of SMK3 implementation, particularly in identifying potential hazards, assessing risks, and formulating control strategies in confined space areas. The results showed that the success rate of SMK3 implementation was in the "Good" category with a value of 69%, indicating that the system was running quite effectively. This achievement was supported by worker compliance with the use of APD, the implementation of basic training, and routine safety monitoring. However, deficiencies were found in the supervision of APD use and limited worker understanding of safety procedures in confined spaces. Analysis using the HIRADC and JSA methods successfully identified key risks and resulted in recommendations for strengthening training, routine inspections, and improving work procedures. This study contributes to efforts to improve occupational safety in underground construction projects and serves as a reference in managing future excavation work risks. Keywords : Implementation SMK3, Excavation Work, MRT Project, Confined Space Penerapan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) menjadi krusial dalam pekerjaan konstruksi berisiko tinggi, seperti excavation pada proyek MRT Fase 2A CP-203, Jakarta. Penelitian ini bertujuan untuk mengevaluasi efektivitas penerapan SMK3, khususnya dalam mengidentifikasi potensi bahaya, menilai risiko, dan merumuskan strategi pengendalian pada area ruang terbatas yang menunjukkan tingkat keberhasilan penerapan SMK3 berada pada kategori “Baik” dengan nilai 69% yang menandakan sistem telah berjalan cukup efektif. Pencapaian ini didukung kepatuhan pekerja terhadap penggunaan APD, pelaksanaan pelatihan dasar, dan monitoring keselamatan rutin. Namun, ditemukan kekurangan pada pengawasan penggunaan APD dan keterbatasan pemahaman pekerja terhadap prosedur keselamatan di ruang terbatas. Analisis menggunakan metode HIRADC dan JSA berhasil mengidentifikasi risiko-risiko utama serta menghasilkan rekomendasi penguatan pelatihan, inspeksi rutin, dan perbaikan prosedur kerja. Penelitian ini memberikan kontribusi terhadap upaya peningkatan keselamatan kerja di proyek konstruksi bawah tanah serta menjadi acuan dalam pengelolaan risiko pekerjaan excavation ke depan.
