Abstract

At the beginning Forest licenses concessionaries (IUPHHK) was given by bargaining in auction, nowadays it has been changed to an application mechanism to the Forestry Minister. The change of license procedure is predicted to affect the behavior of businessmen. Therefore, a stakeholder analysis in implementation of forest concessionaire license process is needed to clarify the prediction. Service bureaucracy like that of course led to the public have to pay dearly, implication, interest, investment, and growth of the national economy into decline. The Ministry of Forestry is an agency of government agencies that felt the impact of the resulting uncertainty for businesses bureaucracy, legal uncertainty and lack of clarity of forest management. The aim of this strategies to strengthen the role and function of each stakeholder study are: a) to identify stakeholders related with license concessionaires system; b) to analyze the role, function, and contribution of each stakeholder. Keywords: IUPHHK, license procedure, and sustainable forest management Pada awalnya Izin Usaha Pemanfaatan Hasil Hutan Kayu (IUPHHK) dapat diberikan melalui mekanisme penawaran dalam pelelangan dan kini telah diubah proses pemberian ijinmya melalui pengajuan permohonan kepada Menteri Kehutanan. Perubahan prosedur perijinan ini diduga akan membawa dampak sosial dan ekonomi terhadap perilaku pemilik usaha. Oleh karena itu kajian analisis stakeholder dalam sistem pemberian izin dan implementasi IUPHHK sangat diperlukan untuk mengklarifikasi dugaan atau hipotesis tersebut. Layanan birokrasi seperti itu,tentu saja mengakibatkan masyarakat harus membayar mahal,implikasi, minat, investasi dan pertumbuhan ekonomi nasional menajdi menurun.Kementrian Kehutanan adalah lembaga instansi pemerintah yang merasakan dampak akibat birokrasi yang mengakibatkan ketidakpastian usaha ketidakpastian hukum,dan ketidakjelasan pengelolaan hutan. Adapun tujuan kajian ini adalah untuk: (a) mengindentifikasi semua pemangku kepentingan (stakeholders) terkait dengan sistem perizinan IUPHHK, (b) menganalisa peran, fungsi, dan kontribusi masing-masing stakeholders dalam sistem perizinan IUPHHK, dan (c) menyusun strategi penguatan dan peningkatan peran dan fungsi masing-masing stakeholders.
