Abstract
The rapid setting concrete road repair carried out by Dinas Bina Marga (DBM) needs attention, especially with the delegation of authority for 38 former national roads, the short time needed for road repairs and the large composition of the concrete road budget of 51.11% in 2024. With various obstacles still present, it requires solutions from the management side and the construction/physical work side. Mapping the problem using four basic POAC management functions, namely Planning, Organizing, Actuating and Controlling against the 5M management elements (Man, Method, Material, Machine and Money). Furthermore, determining the main problem using USG analysis (Urgent, Serious and Growth), fishbone analysis and Mc Namara filter, resulting in the most dominant cause of the main problem in the MAN management element so that it requires increasing the competence of the technical team (internal DBM, supervisory consultants and vendors) through technical guidance. Increasing competence will increase the ability of an engineer to carry out the tasks and responsibilities he/she carries. Along with the increasing competence of human resources, quality checks on materials, checks on equipment (batching plants and laser screeds), improvements in work methods, laboratory test results, etc. will improve the quality of rapid setting concrete road work results. This implementation will improve professionalism and maintain the code of ethics of an engineer in serving the community by providing concrete roads in good condition. Keywords : Rapid Setting Concrete, Management and Competence. Perbaikan jalan beton rapid setting yang dilaksanakan oleh Dinas Bina Marga (DBM) perlu mendapat perhatian, terlebih dengan adanya pelimpahan kewenangan 38 ruas eks jalan nasional, kebutuhan waktu yang singkat dalam perbaikan jalan dan besarnya komposisi anggaran jalan beton sebesar 51,11% pada tahun 2024. Dengan masih terdapatnya berbagai kendala, membutuhkan penyelesaian dari sisi manajemen dan sisi pekerjaan konstruksi/fisik. Pemetaan masalah menggunakan empat fungsi dasar manajemen POAC, yaitu Planning (Perencanaan), Organizing (Pengorganisasi), Actuating (Pelaksanaan) dan Controlling (Pengawasan) terhadap unsur manajemen 5M (Man, Method, Material, Machine dan Money). Selanjutnya penentuan masalah utama menggunakan analisis USG (Urgent, Serious dan Growth), analisis fishbone dan tapisan Mc Namara, menghasilkan penyebab paling dominan timbulnya masalah utama pada unsur manajemen MAN sehingga memerlukan peningkatan kompetensi tim teknis (internal DBM, konsultan pengawas dan vendor) melalui bimbingan teknis. Dengan meningkatnya kompetensi akan meningkatkan kemampuan seorang insinyur dalam melaksanakan tugas dan tanggung jawab yang diembannya. Seiring dengan meningkatnya kompetensi SDM, pengecekan kualitas terhadap bahan/material, pengecekan terhadap peralatan (batching plant dan laser screed), perbaikan metoda kerja, hasil pengujian di laboratorium dll akan meningkatkan kualitas hasil pekerjaan jalan beton rapid setting. Implementasi ini akan meningkatkan profesionalisme dan menjaga kode etik seorang insinyur dalam melayani masyarakat dengan menyediakan jalan beton dalam kondisi baik.
