Abstract

As time goes by and the times develop, information technology will continue to develop to make human life easier. The development of information technology provides opportunities for the government to renew, develop and improve state apparatus through the implementation of electronic-based government or what is known as E-Government. Strategy design related to information systems or called Information System Strategic Planning (ISSP) AND EAP are interrelated and can be implemented simultaneously to find organizational problems and solutions. The pump house of the West Jakarta Water Resources Department is part of one of the DKI Jakarta Provincial Government's efforts to overcome flood disasters in the West Jakarta area. On the other hand, the use of information technology at the Pump House of the Water Resources Department still uses social media applications, namely WhatsApp, so it has not yet been implemented. able to manage the needs of other work units as a whole, and there is no integration between systems that will be developed to meet all work needs of all divisions. Based on the problems and facts that have been described, research was carried out regarding IS/IT planning for the West Jakarta Water Resources Sub-Dept. Pump House uses the TOGAF framework with ADM (Architecture Development Method) as the architectural development method. Keyword: E-govermance, Information System Strategic Planning, Enterprise Architecture Planning, TOGAF, Architecture Development Method. Seiring dengan berjalanya waktu dan perkembangan zaman, Teknologi Informasi akan terus berkembang demi mempermudah jalannya kehidupan manusia. Perkembangan teknologi informasi memberikan kesempatan pemerintah melakukan pembaruan, Pembangunan, serta perbaikan aparatur negara melalui penerapan pemerintahan berbasis elektronik atau yang dikenal dengan Egovernment. Perancangan strategis terkait sistem informasi atau disebut Information System Strategic Planning (ISSP) dan EAP saling berkaitan dan dapat diterapkan beriringan guna menemukan permasalahan organisasi serta solusi. Rumah pompa suku dinas sumber daya air Jakarta barat merupakan bagian dari salah satu upaya Pemprov DKI Jakarta dalam menanggulangi bencana banjir di wilayah Jakarta Barat, disisi lain pemanfaatan teknologi informasi di Rumah Pompa Suku Dinas Sumber Daya Air masih menggunakan aplikasi sosial media yaitu WhatsApp, sehingga belum mampu mengelola kebutuhan unit kerja lainnya secara menyeluruh, dan belum adanya integrasi antara sistem yang akan dikembangkan untuk memenuhi semua kebutuhan kerja dari semua divisi. Berdasarkan permasalahan dan fakta yang sudah diuraikan, maka dilakukan penelitian mengenai perencanaan SI/TI untuk Rumah Pompa Suku Dinas Sumber Daya Air Jakarta Barat menggunakan framework TOGAF dengan ADM (Architecture Development Method) sebagai metode pengembangan arsitekturnya.
