Abstract
Some areas of DKI Jakarta, during the rainy season, become flooded areas. In addition to the threat of flooding, DKI Jakarta also has other disaster threats in the form of extreme weather, extreme waves, earthquakes, landslides as well as threats of non-natural and social disasters such as social conflicts, technological failures, epidemics, and disease outbreaks, building and residential fires. In implementing disaster management programs, it is necessary to handle data and information on actual disaster victims quickly, precisely and accurately to provide logistical assistance services to disaster victims. However, the process of submitting information to BPBD DKI Jakarta regarding disasters occurring is still manual, namely using telephone and official letters and the recording system for logistical income and expenditure is still using paper so that a lot of time is wasted in the process of submitting and recording this. The purpose of this research is to produce an information system application using the real-time method. The results of this study are to produce an information system called Charit-E that can be used to convey disaster information quickly, precisely and accurately and to facilitate logistics data processing, monitoring, controlling logistics in real-time. Keywords: Charit-E, Real-Time, Logistic Assistance, Disaster Management, Natural Disaster. Beberapa wilayah DKI Jakarta, pada musim penghujan menjadi wilayah banjir. Selain ancaman bencana banjir, DKI Jakarta juga memiliki ancaman bencana lain berupa cuaca ekstrim, gelombang ekstrim, gempa bumi, tanah longsor maupun ancaman bencana non alam dan sosial seperti konflik sosial, kegagalan teknologi, epidemi, dan wabah penyakit, kebakaran gedung dan pemukiman. Dalam pelaksanaan program penanggulangan bencana, diperlukan penanganan data dan informasi korban bencana yang aktual dengan cepat, tepat dan akurat untuk dilakukan pelayanan bantuan logistik kepada para korban bencana. Namun, proses penyampaian informasi kepada pihak BPBD DKI Jakarta mengenai bencana terjadi masih bersifat manual, yaitu menggunakan telepon dan surat resmi pun sistem pencatatan pemasukan maupun pengeluaran logistik masih menggunakan kertas sehingga banyaknya waktu yang terbuang dalam proses penyampaian dan pencatatan ini. Tujuan penelitian ini adalah menghasilkan suatu aplikasi sistem informasi menggunakan metode real-time. Hasil penelitian ini adalah menghasilkan suatu sistem informasi bernama Charit-E yang dapat digunakan untuk menyampaikan informasi bencana secara cepat, tepat dan akurat dan mempermudah pengolahan data logistik, memantau, mengontrol logistik secara real-time.
