Abstract
Sewage Treatment Plant (STP) of Soekarno – Hatta is liquid waste processing equipment at Soekarno – Hatta Airport. In the waste processing there is a decomposition process that using aeration and stabilization equipments. The impact of Covid - 19 to Soekarno Hatta airport is the decreased of passanger. Based on BPS in 2018, the number of departing passanger reached to 30.402.108, meanwhile in 2021 the number of the passanger was only 8.557.607. This had led the company to make efficiency policy in all lines of the company’s bussines including efficiency of the equipment maintainance budgets. Based on the data, there was a decrease in the average performance value of STP equipment in 2020 from 96% down to 88,31% in 2022. For this reason, this research aims to determining the values of Overall Equipment Effectiveness (OEE) by counting the value of avalaibility rate, performance rate, and quality rate of STP equipment to find out the reason of the decreasing of performance values of equipment by find out the root of the problem using Fish Bone Diagaram, 5 Whys Analysis, and 5W+1H to get reference of improvement recommendation to the maintenance system on STP equipment. The improvement recommendations are estimated to be able to increasing the OEE values of the STP equipment from the previous 68% in 2022 to become 79% in 2023. Keyword : OEE, 5 Whys Analysis, STP Sewage Treatment Plant (STP) Bandara Soekarno – Hatta merupakan peralatan pengolahan limbah cair di Bandara Soekarno – Hatta. Dalam proses pengolahan limbah tersebut terdapat proses penguraian menggunakan peralatan aeration dan peralatan stabilization. Dampak Covid-19 Bandara Soekarno – Hatta mengalami penurunan penumpang, berdasarkan data BPS pada tahun 2018 jumlah penumpang keberangkatan Bandara Soekarno – Hatta mencapai 30.402.108 sedangkan pada tahun 2021 jumlah penumpang hanya 8.557.607, hal ini menyebabkan adanya kebijakan perusahaan yaitu adanya efisiensi anggaran di semua lini bisnis perusahaan termasuk adanya efisiensi anggaran pemelilharaan peralatan. Dari data yang didapatkan terjadi penurunan nilai rata – rata performance peralatan STP pada tahun 2020 sebesar 96% turun menjadi 88,31% di tahun 2022. Untuk itu penelitian ini bertujuan untuk mengetahui nilai Overall Equipment Effectiveness (OEE) dengan menghitung nilai avalaibility rate, performance rate, dan quality rate peralatan STP, untuk mengetahui penyebabnya menurunnya nilai performance peralatan dengan mengetahui akar permasalahan tersebut dengan menggunakan Fish Bone Diagaram, 5 Whys Analysis, dan 5W+1H untuk mendapatkan acuan dalam rekomendasi perbaikan sistem pemeliharaan pada peralatan STP dengan menggunakan metode penelitian kuantitatif deskriptif. Rekomendasi perbaikan dari faktor man,machine,material,method,dan money mampu meningkatkan nilai OEE peralatan STP yang sebelumnya pada tahun 2022 sebesar 68% menjadi 79% pada tahun 2023.
