Abstract

Flooding and inundation is one of the problems that often occur in the Sunter River flow area in East Jakarta. For this reason, efforts are needed in overcoming it. One way to deal with flooding is by building a reservoir/buffer/situ. Reservoir/buffer/situ is a water structure that has a function as a reservoir for river water that is abundant during the rainy season and can hold water during the dry season. Ruang Limpah Sungai Pondok Ranggon was built to cut flood discharge at the downstream part of the river as well as an open space for public interaction. This research will analyse the impact of Ruang Limpah Sungai Pondok Ranggon on the flood discharge of Sunter River with a return period of 2, 5, 10, 25, 50, 100 and PMF years. The research method used starts from the data collection stage, studying calculations on frequency analysis, Nakayasu and Limantara synthetic unit hydrographs, flood tracing using the Level Pool Routing (LPR) method and HEC-RAS Software to find the water level in the review area. Results of the analysis show that the maximum inflow that occurred before the existence of the Pondok Ranggon River Overflow Room at the 2nd, 5th, 20th, 25th, 50th, 100th and QPMF return times are 87.01 m3/s, 107.67 m3/s, 122.31 m3/s, 141.92 m3/s, 157.33 m3/s, 173.48 m3/s and 216.85 m3/s. While the maximum outflow flood discharge at 6.75 and 7.5 hours after the Pondok Ranggon River Overflow Room at the same return period is 21.98 m3/s, 29.18 m3/s, 34.58 m3/s, 42.17 m3/s, 48.21 m3/s, 54.49 m3/s and 71.22 m3/s. Thus, at the same return period before and after the existence of the Pondok Ranggon River Overflow Room has decreased and extended the arrival time of the flood peak. Keywords : Flood discharge, Water Level, Ruang Limpah Sungai Pondok Ranggon Banjir dan genangan merupakan salah satu masalah yang sering terjadi di wilayah aliran Kali Sunter Jakarta Timur.. Salah satu cara dalam penanggulangan banjir adalah dengan membangun waduk/embung/situ. Waduk/embung/situ merupakan suatu bangunan air yang memiliki fungsi sebagai penampungan air sungai yang melimpah pada saat musim penghujan dan dapat menampung air pada saat musim kemarau. Ruang Limpah Sungai Pondok Ranggon dibangun untuk memotong debit banjir pada bagian hilir sungai sekaligus menjadi ruang terbuka interaksi publik. Pada penelitian ini akan dilakukan analisis pengaruh dari Ruang Limpah Sungai Pondok Ranggon terhadap debit banjir Kali Sunter dengan kala ulang 2, 5, 10, 25, 50, 100 dan PMF tahun . Metode penelitian yang digunakan mulai dari tahap pengumpulan data, mempelajari perhitungan pada analisis frekuensi, hidrograf satuan sintetik Nakayasu dan Limantara, penelusuran banjir menggunakan metode Level Pool Routing (LPR) dan Software HEC-RAS untuk mencari tinggi muka air pada daerah tinjauan. Hasil analisis menunjukkan inflow maksimum yang terjadi sebelum adanya Ruang Limpah Sungai Pondok Ranggon pada kala ulang 2, 5, 20, 25, 50, 100 dan QPMF adalah sebesar 87,01 m3/s, 107,67 m3/s, 122,31 m3/s, 141,92 m3/s, 157,33 m3/s, 173,48 m3/s dan 216,85 m3/s. Sedangkan debit banjir outflow maksimum pada jam ke 6,75 dan 7,5 setelah adanya Ruang Limpah Sungai Pondok Ranggon pada kala ulang yang sama adalah 21,98 m3/s, 29,18 m3/s, 34,58 m3/s, 42,17 m3/s, 48,21 m3/s, 54,49 m3/s dan 71,22 m3/s. Dengan demikian, pada kala ulang yang sama sebelum dan sesudah adanya Ruang Limpah Sungai Pondok Ranggon mengalami penurunan dan memperpanjang waktu datangnya puncak banjir.
