Abstract

Penerapan teknologi informasi telah menjadi kebutuhan penting bagi organisasi/perusahaan dalam menjaga operasional layanan mereka. Dalam rangka memenuhi harapan stakeholder akan pelayanan yang cepat, tepat, dan efektif, suatu organisasi/perusahaan perlu memperhatikan kebutuhan dan keinginan stakeholder untuk mempertahankan kepuasan pelanggan. Business Process Management (BPM) telah menjadi pendekatan yang efektif dalam pengelolaan proses bisnis yang efisien dan efektif. Pusat Sistem Informasi dan Teknologi Keuangan (Pusintek), sebagai bagian dari Kementerian Keuangan, bertanggung jawab dalam memenuhi layanan TIK dan berkontribusi dalam pengelolaan keuangan negara. Namun, tingginya permintaan layanan yang dinamis menyebabkan proses bisnis di Pusintek tidak lagi mampu memenuhi tuntutan tersebut, yang dapat mengakibatkan keterlambatan pemenuhan layanan TIK, penurunan kualitas layanan TIK, dan kurangnya fleksibilitas dalam pengelolaan layanan TIK. Oleh karena itu, penelitian ini bertujuan untuk melakukan assessment terhadap tingkat kematangan penerapan BPM di Pusintek menggunakan Business Process Maturity Model (BPMM), mengidentifikasi titik lemah dalam penerapannya, dan memberikan rekomendasi untuk meningkatkan efektivitas dan efisiensi proses bisnis pemenuhan layanan TIK. Penelitian ini akan membatasi masalah pada proses permintaan dan pemenuhan layanan TIK, serta mempertimbangkan enam area kapabilitas BPMM, yaitu strategic alignment, governance, methods, information technology, people, dan culture. Hasil penelitian ini diharapkan dapat memberikan pemahaman yang lebih baik mengenai tingkat kematangan penerapan BPM di Pusintek, mengetahui titik kuat dan lemah dalam penerapannya, serta memberikan rekomendasi untuk pengembangan proses bisnis yang lebih baik. The implementation of information technology has become an essential need for organizations/companies to maintain the operational continuity of their services. In order to meet stakeholders' expectations of fast, accurate, and effective services, an organization/company needs to pay attention to the needs and desires of stakeholders to maintain customer satisfaction. Business Process Management (BPM) has been an effective approach in managing efficient and effective business processes. The Center for Information Systems and Financial Technology (Pusintek), as part of the Ministry of Finance, is responsible for fulfilling IT service delivery and contributes to national financial management. However, the high dynamic demand for services has rendered the business processes in Pusintek incapable of meeting these demands, resulting in delays in IT service delivery, decreased quality of IT services, and a lack of flexibility in IT service management. Therefore, this research aims to assess the level of BPM implementation maturity in Pusintek, identify strengths and weaknesses in its implementation, and provide recommendations to enhance the effectiveness and efficiency of IT service delivery processes. This study will focus on the request and fulfillment processes of IT services, considering six BPMM capability areas: strategic alignment, governance, methods, information technology, people, and culture. The results of this research are expected to provide a better understanding of BPM implementation maturity in Pusintek, identify strengths and weaknesses in its implementation, and offer recommendations for improving business process development.
