Abstract

With the current development of information technology, companies that are not engaged in information technology also want to be helped by a practical system, and because of the Covid-19 virus pandemic, the DKI Jakarta Provincial Government has implemented large-scale social restrictions (PSBB), causing congestion in the community. want to conduct marriage trials in state administration, this causes the need for online registration access to support Electronic-Based Government Systems based on Presidential Regulation (Perpres) Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE) which requires realizing application-based information systems. This application aims to reduce direct contact with the public and officers at the West Jakarta Population and Civil Registry Office. and the benefits felt by the community, namely being able to access this application to make service requests, scheduling, and monitoring proposed services. The design of application design uses the UML method, and this application is built on a Website Application framework based on the PHP web programming language, namely the Laravel php framework. In addition, it is also implemented on the Android Mobile Application using the javaScript programming language on the Ionic Framework. Dengan perkembangan teknologi informasi pada saat ini, perusahaan yang bukan bergerak dibidang teknologi informasi pun ingin terbantu dengan adanya sistem yang praktis, dan karena wabah pandemi virus Covid-19 maka pemerintah DKI Jakarta melakukan pembatasan sosial berskala besar (PSBB), sehingga menyebabkan tertundanya masyarakat yang ingin melakukan sidang pernikahan secara administrasi negara, hal ini menyebabkan dibutuhkannya akses untuk melakukan pendaftaran secara online untuk mendukung Sistem Pemerintah Berbasis Elektronik dengan dasar Peraturan Presiden ( Perpres ) Nomor 95 Tahun 2018 mengenai Sistem Pemerintahan Berbasis Elektronik (SPBE) dimana perlunya mewujudkan sistem informasi berbasis Aplikasi. Aplikasi ini bertujuan untuk mengurangi tatap muka secara langsung oleh masyarakat dan petugas pada kantor Suku Dinas Kependudukan dan Pencatatan Sipil Jakarta Barat. serta manfaat yang dirasakan masyarakat publik yaitu dapat mengakses aplikasi ini untuk melakukan permohonan pelayanan, penjadwalan, dan memonitor pelayanan yang diajukan. Merancang desain aplikasi dengan menggunakan metode UML, dan Aplikasi ini dibangun pada sebuah framework Aplikasi Website berbasis bahasa pemrograman web php yaitu php framework Laravel. Selain itu juga diterapkan di Aplikasi Mobile Android menggunakan bahasa pemrograman javaScript pada Framework Ionic.
