Abstract
To improve the quality of health services, it is necessary to provide quality medical devices, namely ensuring accuracy, accuracy and safety of their use. In order for quality medical devices to be tested and calibrated. Currently, almost all Health Facility Testing Centers or Health Facility Testing Institutions carry out conventional Medical Device Testing and Calibration Services. This study aims to formulate a Management Strategy for Electronic-Based Medical Device Testing and Calibration Services. Methods The research uses a qualitative approach with a combination of Analytical Hierarchy Process (AHP) and SWOT analysis methods, data collection techniques through interviews, literature review and questionnaires. The results showed that the Consistency Ratio (CR) Internal Factor was -0.32 and the External Factor Consistency Ratio (CR) was -0.56 which was obtained by the AHP method, meaning that the CR value <= 0.1, it can be said that this study been consistent.. The results of the SWOT Analysis for Electronic-Based Testing and Calibration Services are at the Quadrant I point, based on the IFAS(0.99) and EFAS (0.36) values. The strategy chosen with the highest score is the SO strategy which gets a score of 3.47, by starting concrete steps such as forming a special team in the IT and Programming fields, building an innovative, solution-based and integrative Electronic Testing and Calibration Service Application for Medical Devices and facilitating all personnel with qualified supporting gadgets. Keywords: Management Strategy, Testing and Calibration Services, AHP, SWOT Untuk meningkatkan mutu pelayanan kesehatan perlu tersedia alat kesehatan yang berkualitas, yaitu terjamin ketelitian, ketepatan dan keamanan penggunaannya. Agar alat kesehatan berkualitas perlu dilakukan pengujian dan kalibrasi. Saat ini hampir seluruh Balai Pengujian Fasilitas Kesehatan atau Institusi Pengujian Fasilitas Kesehatan melakukan Layanan Pengujian dan Kalibrasi Alat Kesehatan secara konvensional. Penelitian ini bertujuan untuk merumuskan Strategi Manajemen terhadap Layanan Pengujian dan Kalibrasi Alat Kesehatan Berbasis Elektronik. Metode Penelitian menggunakan pendekatan kualitatif dengan metode kombinasi Analytical Hierarchy Process (AHP) dan Analisis SWOT, teknik pengumpulan data melalui wawancara, kajian literatur dan kuesioner. Hasil penelitian menunjukan Nilai Consistency Ratio (CR) Internal Faktor sebesar -0,32 dan Nilai Consistency Ratio (CR) Eksternal Faktor sebesar -0,56 yang di dapat dengan metode AHP, artinya nilai CR <= 0,1 maka dapat dikatakan penelitian ini sudah konsisten. Hasil Analisis SWOT untuk Layanan Pengujian dan Kalibrasi Berbasis Elektronik berada pada titik Kuadran I, berdasarkan nilai IFAS(0,99) dan EFAS (0,36). Adapun strategi yang terpilih dengan nilai tertinggi adalah strategi SO yang mendapatkan nilai 3.47, dengan memulai langkah kongkrit seperti, membentuk satu tim khusus di bidang IT dan Pemograman, membangun Aplikasi Layanan Pengujian dan Kalibrasi Alat Kesehatan Berbasis Elektronik yang inovatif, solutif dan integratif serta memfasilitasi semua personil dengan gadget pendukung yang mumpuni.
