Abstract

In a construction project that is an indicator of the success of a project is to have the right costs, time and quality. But a project often causes differences in what has been planned and its implementation in the field, resulting in delays and cost overruns such as the 50 MW Bangka Water PLTG project The purpose of this research is to get to know and evaluate the cost and time performance. At the end of the project completion and this study using a control method, namely Earned Value. The Earned Value method intends to integrate schedules and costs so as to reveal the performance of the activity. One method that fulfills this goal is an Earned Value Concept, which consists of three indicators, namely BCWS, BCWP, and ACWP in which integrating elements or evaluating cost and time performance. From the data obtained from the implementing contractor, the calculation of the Earned Value Analysis was carried out at the 26th week with the value of BCWS Rp205,906,242,925, BCWP value of Rp190,322,235,802, the ACWP value is Rp192,082,799,521, The results of the analysis of estimated data obtained an estimated final value of the project of Rp207,659,158,981 with completion of the implementation period of 35 weeks. So that obtained SV, CP, SPI and CPI with negative results. So what happened in the project of the 50 MW Air Anyir PLTG was delayed due to the planning. Keywords: Cost and time performance, Earned Value method. Dalam suatu proyek konstruksi yang menjadi indikator keberhasilan suatu proyek adalah harus tepat biaya, waktu dan mutu. Tetapi suatu proyek seringkali menyebabkan perbedaan pada apa yang telah direncanakan dan pelaksanaannya dilapangan, sehingga terjadi keterlambatan dan pembengkakan biaya seperti proyek PLTG Air Anyir 50 MW Bangka. Tujuan penelitian ini adalah agar memperoleh mengetahui dan mengevaluasi kinerja biaya dan waktu. Pada akhir penyelesaian proyek serta penelitian ini menggunakan metode pengendalian yaitu Earned Value. Metode Earned Value bermaksud untuk mengintegrasikan jadwal dan biaya sehingga mengungkapkan kinerja kegiatan. Salah satu metode yang memenuhi tujuan ini adalah Earned Value Concept, yang terdiri dari tiga indikator yaitu BCWS, BCWP, dan ACWP yang didalamnya memadukan unsur atau mengevaluasi kinerja biaya dan waktu. Dari data yang diperoleh dari kontraktor pelaksana, dilakukan perhitungan nilai Analisis Earned Value dilakukan pada minggu ke-26 dengan nilai BCWS Rp205,906,242,925, nilai BCWP Rp190,322,235,802, nilai ACWP Rp192,082,799,521, Hasil analisis perkiraan data diperoleh estimasi nilai akhir proyek sebesar Rp207,659,158,981 dengan penyelesaian waktu pelaksanaan selama 35 minggu. Sehingga didapat SV, CP, SPI dan CPI dengan hasil negatif. Maka yang terjadi diproyek PLTG Air Anyir 50 MW Bangka mengalami keterlambatan tidak sesuai dengan perencanaan.
